Despite this expenditure there are still skill shortages and the UK has low productivity compared to rival economies.The Committee's report examines the issues raised by the NAO report (HCP 461, session 2005-06; ISBN 0102936544) which considered the findings from direct research with employers, and findings include that 16 per cent of employers report skills gaps and four per cent report skills shortage vacancies; more than a third of employers have not trained their staff in the past year; FE colleges have engaged with only 18 per cent of those businesses which the DfES considers need support in training their staff; and public funds have been spent on courses that employers would otherwise have paid for.
