The 2020 report on the State of Food Security and Nutrition in the Asia and Pacific region, provides an update on progress towards the 2030 targets (SDGs and WHA) at the regional and country level. Selected indicators look at undernourishment, food insecurity, childhood stunting, wasting and overweight, adult overweight, child minimum acceptable diet, exclusive and continued breastfeeding, and anaemia in women and children. While the region continues to work towards ending all forms of malnutrition and achieving Zero Hunger, progress on food security and nutrition has slowed, and the Asia and Pacific region is not on track to achieving 2030 targets. About 350.6 million people in the Asia and Pacific region are estimated to have been undernourished in 2019, about 51 percent of the global total. An estimated 74.5 million children under five years of age were stunted and a total of 31.5 million were wasted in the Asia and Pacific region. The majority of these children in the region live in Southern Asia with 55.9 million stunted and 25.2 million wasted children. Estimates predict a 14.3 percent increase in the prevalence of moderate or severe wasting among children under 5 years of age, equal to an additional 6.7 million children, due to the COVID-19 pandemic. With basic food prices and disposable incomes influencing household decisions on food and dietary intake, they are critical to improve food security and nutrition in the region. However, in the Asia and Pacific region, 1.9 billion people are unable to afford a healthy diet, driven by high prices of fruits, vegetables and dairy products, making it impossible for the poor to achieve healthy diets.In Part 2, the 2020 report promotes a systems approach to healthy maternal and child diets, involving and coordinating institutions and actors in the Food, Water and Sanitation, Health, Social Protection and Education systems, to collectively create the enabling environment for healthy diets. Integration of healthy diets and nutrition-focused Social Behavior Change Communication (SBCC) mainstreamed throughout these systems will lead to greater uptake and sustainability of healthy behaviours and caregiver’s knowledge.

During the last three years, progress at reducing undernourishment has slowed tremendously in Asia and the Pacific. After years of gains in combatting hunger, progress has stagnated in all parts of this vast region. Despite decades of economic growth, nearly half a billion people remain undernourished. Children, in particular, continue to face the burden of malnutrition – this region is home to more than half of the world’s malnourished children – with one child in every four below the age of five suffering from stunting. This is a colossal human loss, given the association between undernutrition and poor cognitive development, with severe lifelong consequences for these children. At the same time, and almost paradoxically, Asia and the Pacific has witnessed rapid growth in the number of overweight children and the serious consequences that entails for their future health and well-being. This double burden of malnutrition sees undernourished and overweight children living in the same communities and households and it can even occur within the same child. Efforts to fight hunger and malnutrition must go hand in hand with those to build and sustain peace and there is an urgent need to accelerate and scale up actions that strengthen resilience and adaptive capacity of people and their livelihoods to climate variability and extremes. As migration from rural to urban areas continues apace, particularly involving poorer families, urban malnutrition is another challenge facing many countries. In summary, what is becoming increasingly clear is that the world cannot meet the 2030 target of zero hunger if Asia and the Pacific – the world’s most populous region – is not leading the way. It is a hard reality but one that must be faced with a united determination to turn things around. For the first time, four UN agencies have come together to jointly assess the state of food security and nutrition in Asia and the Pacific. Together, we hope that the findings of this report will contribute to a more informed dialogue. Without doubt, all stakeholders must make much greater efforts to accelerate progress toward the goals of a healthy and hunger-free Asia and the Pacific. Action is needed now. The sense of urgency cannot be overstated.

Asia-Pacific is home to well over half of all people worldwide who do not obtain sufficient dietary energy to maintain normal, active, healthy lives. To achieve SDG 2 in the region, more than 3 million people must escape hunger each month from now until December 2030. In most countries in the region, the diets of more than half of all very young children (aged 6–23 months) fail to meet minimum standards of diversity, leading to micronutrient deficiencies that affect child development and therefore the potential of future generations. The high prevalence of stunting and wasting among children under five years of age is a result of these deficiencies. Only four countries in the region are on track to meet the global target of a 40 percent reduction in the number of stunted children between 2012 and 2025.At the same time, the prevalence of overweight and obesity is rising steadily among children and adults, negatively affecting health and well-being. Addressing the resultant burden of diet-related non-communicable diseases places great strain on national healthcare budgets and also causes productivity losses. Social protection is an important way of reducing inequality and mitigating the impacts of disasters, and it is expanding in the region. A special section of this report discusses how to develop social protection programmes that accelerate progress in eradicating hunger and malnutrition.

The COVID-19 health crisis has turned into a global economic crisis, putting at risk the health, jobs and incomes of millions of people across the world. The pandemic is becoming persistent and seemingly slow to eradicate, with medium and long-term consequences affecting the trajectories of the SDG (Sustainable Development Goal) targets across the countries. Better understanding of the implications of COVID-19 containment these measures for food systems, food insecurity and malnutrition is vital to prevent this global health crisis from becoming a food crisis and to rebuilt resilient food systems. The regional review presented in this report is broad-based but provisional since we are still dealing with an active pandemic having just moved past the fourth wave (dominated by Delta variant) and now facing a new variant, Omicron (whose real impact is still under review). As we approach 2022, the world is learning to live with COVID-19 and its variants for longer than initially believed. So the numbers related to COVID-19 infections and vaccination rates are only provisional and reflect the situation as of the time of writing.

Food loss and waste (FLW) is one of the key areas under SP4 and BN4 as well as the MPI on Resilient Food Systems in RAP. FAO is well positioned as a global knowledge leader on food loss and waste and many of the other regions already have a tailored regional strategy on FLW reduction. In reponse to the last two APRC's as well as in line with the ZHC, and more recently the new FAO Strategic framework, this publication provides a basis for FAO and others to understand the scope and depth of FLW issues, how these can be addressed, including some good practices from Thailand, China and Nepal. As a multidisciplinary publication, it includes strong elements on policy and statistics with FAO as leading a convenor on SDG 12.3 on FLW measurement and reduction, highlights the scope and opportunities for FLW reduction as part of climate change efforts and also in terms of improved nutrition. It builds upon the analysis and advice of the SOFA 2019 on food loss and waste and identifies key pillars for interventions as well as recommendations for the technical as well as policy/decision makers in the Asia Pacific region. This book examines the global campaign to end hunger and malnutrition. Focus is placed on the work of the United Nations which has led international efforts to improve food security in the world’s poorest countries. The book first reviews the long-term project to establish access to safe, sufficient, and nutritious food as a universally recognized human right. This is followed by separate chapters that examine the nature and central causes of food insecurity in Latin America, Africa, the Middle East, and Asia. These chapters also review the contemporary work of three United Nations agencies – the World Food Programme, Food and Agriculture Organization, and International Fund for Agricultural Development – in providing both food aid and food assistance to each region of the developing world. This includes the provision of emergency food aid in response to natural disaster and civil conflict, as well as longer-term food assistance to promote agricultural productivity, advance rural development, and preserve natural environments. The concluding chapter considers ways to strengthen food aid and assistance in the years to come, with many of the recommendations advanced reflecting lessons learned from the actual experience of food aid and assistance described in this book.

This report consists of two main sections: 1) a situation analysis of Sustainable Development Goal 2 Target 2.1 (to end hunger and ensure access to food by all) and Target 2.2 (to end all forms of malnutrition) and analyses of the diets of children and of current food consumption patterns relative to dietary guidelines; and 2) a special look at the cost and affordability of healthy diets in Europe and Central Asia. The new estimates confirm that the prevalence of hunger at chronic or severe levels is relatively low in the ECA region. However, the prevalence of food insecurity at moderate or severe levels can be quite high. The ongoing COVID-19 pandemic continues to add people to the ranks of the food insecure. The ECA region is making progress overall in reducing malnutrition, but it is not on track regarding childhood overweight, adult obesity, anaemia and exclusive breastfeeding. Healthy diets protect against the effects of malnutrition, in all its forms, and promote better health.This report shows that healthy diets cost, on average, five times more than diets that meet only dietary energy needs, making them unaffordable for many people throughout the region. To increase the affordability of healthy diets, the costs of nutritious foods must be lowered. This report also shows that hidden costs are much lower with healthy diets than with current consumption patterns, meaning that adopting healthy diet alternatives could lead to large cost savings.
