The pandemic is becoming persistent and seemingly slow to eradicate, with medium and long-term consequences affecting the trajectories of the SDG (Sustainable Development Goal) targets across the countries. Better understanding of the implications of COVID-19 containment these measures for food systems, food insecurity and malnutrition is vital to prevent this global health crisis from becoming a food crisis and to rebuilt resilient food systems. The regional review presented in this report is broad-based but provisional since we are still dealing with an active pandemic having just moved past the fourth wave (dominated by Delta variant) and now facing a new variant, Omicron (whose real impact is still under review). As we approach 2022, the world is learning to live with COVID-19 and its variants for longer than initially believed. So the numbers related to COVID-19 infections and vaccination rates are only provisional and reflect the situation as of the time of writing.

On March 12th 2020, World Health Organization (WHO) declared the spreading of the new virus, 2019-nCoV, a pandemic. In Asia, the virus, more commonly referred to as COVID-19, has been spreading since the end of December. Labor markets in Southeast Asia were particularly hit hard in 2020, when government containment measures were most severe. COVID-19 has exacerbated growing inequalities in the region—hurting not just low-skilled workers but also middle-skilled workers whose jobs were already at risk from automation even before the pandemic. Large gaps in social protection coverage were also exposed. While the policy response has been significant, a narrowing fiscal space and the protracted nature of the pandemic still pose major challenges for recovery. The report aims to help policymakers identify priorities, constraints, and opportunities for developing effective labor market strategies for economic recovery and beyond.

After a disappointing 2019, growth prospects in developing Asia have worsened under the impact of the current health crisis. Signs of incipient recovery near the turn of this year were quickly overthrown as COVID-19 broke out in January 2020 in the region’s largest economy and subsequently expanded into a global pandemic. Disruption to regional and global supply chains, trade, and tourism, and the continued spread of the outbreak, leave the region reeling under massive economic shocks and financial turmoil. Across Asia, the authorities are responding with policies to contain the outbreak, facilitate medical interventions, and support vulnerable businesses and households. Assuming that the outbreak is contained this year, growth is expected to recover in 2021. Especially to face down fundamental threats such as the current medical emergency, innovation is critical to growth and development. As some economies in developing Asia challenge the innovation frontier, many others lag. More and better innovation is needed in the region to sustain growth that is more inclusive and environmentally sustainable. Five key drivers of innovation are sound education, productive entrepreneurship, high-quality institutions, efficient financial systems, and dynamic cities that excite knowledge exchange. The journey to creating an innovative society takes long-term commitment and hard work.
