While he did the research for this book, Gerald Suttles lived for almost three years in the high-delinquency area around Hull House on Chicago's New West Side. He came to know it intimately and was welcomed by its residents, who are Italian, Mexican, Puerto Rican, and Negro. Suttles contends that the residents of a slum neighborhood have a set of standards for behavior that take precedence over the more widely held "moral standards" of "straight" society. These standards arise out of the specific experience of each locality, are peculiar to it, and largely determine how the neighborhood people act. One of the tasks of urban sociology, according to Suttles, is to explore why and how slum communities provide their inhabitants with these local norms. The Social Order of the Slum is the record of such an exploration, and it defines theoretical principles and concepts that will aid in subsequent research.

In recent years there has been considerable debate in India on the efficacy of IRDP in mitigating rural poverty. The government agencies like Planning Commission, Reserve Bank of India, National Bank for Agricultural and Rural Development have been conducting several evaluative research studies, all over India, since the inception of the programme from the Sixth Five Year Plan. Those studies have presented a rosy picture of the success of IRDP. The line of judgement adopted by these studies were mere calculation of the proportion of households which have crossed poverty line by comparing pre-IRDP and post-IRDP income figures. This methodology, however, fails to make an adjustment for inflation, changes in family size, internal payment of loan, access to common property resources, availability of potable water, health and educational facilities which significantly influence the living condition of the poor. The studies made by different research organizations, individuals, institutions differ on different points. But the common considerations underlying all these studies is the failure to a large extent of this massive anti-poverty programme. The present study is a clear deviation from the earlier studies on two points. Firstly, a new methodology of Typological approach is adopted to assess the impact. Secondly, there is an attempt to restructure the present IRDP by way of an inter-industry model of the Leontief type. The findings will prove an essential reading not only to the academics but also to the planners, policy makers and government agencies.

The inspiration to write this book came from the collection of data for a Need Assessment Study of a local slum near my residence. The buildings in the slum locality, the inhabitants and their livelihood, the availability of infrastructure, both governmental and private, in their vicinity and above all, the requirements and expectations of the population, all helped me undertake this study and thus the outcome of the thesis and this book.Specific reference is made to only 4 divisions from 4 zones from the erstwhile Chennai city before the expansion of 2012. Though expansion would have dispersed the ward and division numbers, the name of the location, its locality and the population remain the same. Therefore, I have simply changed the zone numbers to West, North, South-west and South.All the data pertaining to this study limits to the year 2009. Though this parameter is in fact a shortcoming to the study, the hypotheses and its outcome remain significant to this day. Also the representing sample of 300 compared to the total population of 6,26,271 of the 4 zones put together is sufficient since the sample population and the total population are not spread away from each other.
