"This book examines how a group of transnational British-Italian women affiliated with the exiled patriots of the Italian Left repurposed traditionally feminine activities, such as fundraising, gift-giving, maternity, and memory collection, to make a substantial contribution to Italian Unification and state-building. Through their actions, Mary Chambers, Sara Nathan, Giorgina Saffi, Julia Salis Schwabe, and Jessie White Mario transcended the boundaries of acceptable behavior for middle-class women and participated in the broader female emancipation movement. As Italy emerged from World War II, the first women entered the national government. The 45 women who became parliamentarians when Italian women were first entitled to vote in 1946 represented a "lost wave" of feminist action, argues Molly Tambor. In this work, Tambor reconstructs the role that these female politicians played in Italy's new democratic Republic. They proved critical in ensuring that the new Constitution formally guaranteed the equality of all citizens regardless of sex, translating the general constitutional guarantees into direct legislative rights and protections. They used a specific electoral and legislative strategy, "constitutional rights feminism," to construct an image of the female citizen as a bulwark of democracy. Mining existing tropes of femininity such as the Resistance heroine, the working mother, the sacrificial Catholic, and the "mamma Italiana," they searched for social consensus for women's equality that could reach across religious, ideological, and gender divides. The political biographies of woman politicians are intertwined with the history of the laws they created and helped pass, including paid maternity leave, the closing of state-run brothels, and women's right to become judges. Women politicians navigated gendered political identity as they picked and chose among competing models of femininity in Cold War Italy. In so doing, The Lost Wave shows, they forged a political legacy that affected the rights and opportunities of all Italian citizens.

This book analyzes the development of female prostitution in the Pacific port of Puntarenas, Costa Rica during the advanced stage of the coffee exporting economy (1880-1930), at the height of the consolidation of the liberal state. Hayes argues that prostitution in the port differed from that of the coffee producing highlands due to differential economic, social, and political development. In the periphery of Puntarenas, the development of prostitution reflected a less stigmatized view of sexual commerce than that of the highlands, where prostitution, although legal, threatened the tenets of liberal nationalism based on racial homogeneity and family values. Women of the highlands were encouraged to reproduce the nation's "more European" stock of workers and to ensure the legal transference of property through legal church marriages - both part of a design to stabilize the coffee exporting project. By contrast, prostitutes and other working women of Puntarenas, many immigrants from the "less European" populations of neighboring regions and most in concubinage, were freer to do what the law prescribed - register as prostitutes in legitimate trade. Such regional disparities reveal weaknesses in traditional explanations of Costa Rican exceptionalism, which have rested on the premise of cultural homogeneity and have reflected the realities of only one region of the country. The book advances an alternative explanation for the development of the nation's more democratic institutions, situating Costa Rican exceptionalism in the nation's free labor system, of which the labor prostitute in Puntarenas provides an example.

This study of prostitution addresses issues of female agency and experience, as well as contemporary fears about sexual coercion and the forced movement of girls/women, and police surveillance. Rather than treating prostitutes solely as victims or problems to be solved, as so often has been the case in much of the literature, Nancy M. Wingfield seeks to find the historical subjects behind fin-de-siècle constructions of prostitutes, to restore agency to the women who participated in commercial sex, illuminate their quotidian experiences, and to place these women, some of whom made a rational economic decision to sell their bodies, in the larger social context of late imperial Austria. Wingfield investigates the interactions of both registered and clandestine prostitutes with the vice police and other supervisory agents, including physicians and court officials, as well as with the inhabitants of these women's world, including brothel clients and madams, and pimps, rather than focusing top-down on the state-constructed apparatus of surveillance. Close reading of a broad range of primary and secondary sources shows that some prostitutes in late imperial Austria took control over their own fates, at least as much as other working-class women, in the last decades before the end of the Monarchy. And after 1918, bureaucratic transition did not necessarily parallel political transition. Thus, there was no dramatic change in the regulation of prostitution in the successor states. Legislation, which changed regulation only piecemeal after the war, often continued to incorporate forms of control, reflecting continuity in attitudes about women's sexuality.
