Under FAO initiative on eco-friendly water management for sustainable wetland agriculture, the Asian Institute of Technology (AIT), as the service provider, prepared the Study Report on Wetland Agriculture and Water Management in Mekong Region study report on wetland agriculture and water management in the Mekong Region for further program formulation. The overall objective is to review the current water management in relation to agriculture and identify the good practices and experiences of water management as a win-win solution for agriculture production and wetland conservation and recommend program formulation on eco-friendly water management for sustainable wetland agriculture. The expected outcome of the overall initiative is sustainable use of wetland to stress both productive and ecological functions of agriculture. The outputs aim to provide the solution as a win-win strategy for wetland and agriculture through eco-friendly water management, which will contribute to the ecological health, function and integrity of the Mekong Wetland Agriculture Ecosystem. Country consultation workshops were conducted for Cambodia, Laos, Thailand, and Vietnam to increase awareness on the issues of sustainable wetland management, and identify the threats, gaps and needs, priorities, and way forward towards sustainable use of wetlands in the Mekong Region.

Today, raising capacity in water resources management entails supporting stakeholders and decision-makers to reach a common understanding on the priorities and necessary arrangements for sharing and allocating water-related goods and services. Valuation is central to this process, as setting priorities and making choices implies valuing certain uses and arrangements above others. Water valuation can help stakeholders to express the values that water-related goods and services represent to them. It also offers a means for conflict resolution and planning, informing stakeholders, supporting communication, and facilitating joint decision-making on priorities and specific actions. This report confronts concepts from the literature on water valuation with practical experiences from three local cases where an effort was made to embed existing valuation tools and methods in ongoing water resources management processes. It uses the lessons from this exploration to provide a first outline for a stakeholder-oriented water valuation process. This is expected to provide a useful starting point to help water professionals and policy-makers improve the use of water valuation as a means to support participatory processes of water resources management.

The strategy and methodology for improved IWRM project, (STRIVER) has developed interdisciplinary methods to assess and implement IWRM. Based on the development of a multidisciplinary knowledge base assessment in all case studies (policy, social and natural sciences) and an early stage development of IWRM conceptual framework, this book investigates IWRM in the four selected twinned catchments covering six countries in Europe and Asia. Twinning activities based on a problem-based approach have been performed in four case river basins: Tunga Bahdra (2 states in India), Sesan (Vietnam/Cambodia), Glomma (Norway), Tejo/Tagus (Spain/Portugal). The problems covered are water regimes in transboundary regulated rivers; environmental flow; land and water use interaction; and pollution under the IWRM framework. The research used sub-basins of each river basin in all cases to allow more detailed studies and easier integration of all stakeholders, for transferability purposes. As they provide a negotiating space for a diversity of interests, Multi-Stakeholder Platforms (MSPs) are an increasingly popular mode of involving civil society in resource management decisions. This book focuses on water management to take a positive, if critical, look at this phenomenon. Illustrated by a wide geographical range of case studies from both developed and developing worlds, it recognizes that MSPs will neither automatically break down divides nor bring actors to the table on an equal footing, and argues that MSPs may in some cases do more harm than good. The volume then examines how MSPs can make a difference and how they might successfully co-opt the public, private and civil-society sectors. The book highlights the particular difficulties of MSPs when dealing with integrated water management programmes, explaining how MSPs are most successful at a less complex and more local level. It finally questions whether MSPs are – or can be – sustainable, and puts forward suggestions for improving their durability.
