This thesis analyzes the determinants of change in the doctrine and force structure of United States naval forces in Europe from the publication of the Maritime Strategy in 1986 to the contemporary post-11 September 2001 security environment. Four factors are examined as possible determinants of change: (1) geopolitics, including changes in the political and security environment in Europe; (2) inter-service competition for resources, influenced by congressionally mandated jointness in military operations; (3) the influence of key policy-makers in the United States political and military command structure, including the U.S. Navy, the Department of Defense, and elected officials of both the executive and the legislative branches; and (4) relations between the United States and its NATO Allies. The thesis concludes that certain factors were more influential than others in specific circumstances, but all contributed to shaping doctrine and force structure.

This book seeks to identify and address gaps in our understanding of maritime security and the role of small navies in Europe. The majority of Europe’s navies are small, yet they are often called upon to address a complex array of traditional and non-traditional threats. This volume examines the role of small navies within the European security architecture, by discussing areas of commonality and difference between navies, and arguing that it is not possible to fully understand either maritime strategy or European security without taking into account the actions of small navies. It contains a number of case studies that provide an opportunity to explore how different European states view the current security environment and how naval policy has undergone significant changes within the lifetime of the existing naval assets. In addition, the book examines how maritime security and naval development in Europe might evolve, given that economic forecasts will likely limit the potential procurement of ‘larger’ naval assets in the future, which means that European states will increasingly have to do more with less in the maritime domain. This book examines US naval strategy and the role of American seapower over three decades, from the late 20th century to the early 21st century. This study uses the concept of seapower as a framework to explain the military and political application of sea power and naval force for the United States of America. It addresses the context in which strategy, and in particular US naval strategy and naval power, evolves and how US naval strategy was developed and framed in the international and national security contexts. It explains what drove and what constrained US naval strategy and examines selected instances where American sea power was directed in support of US defense and security policy ends – and whether that could be tied to what a given strategy proposed. The work utilizes naval capstone documents in the framework of broader maritime conceptual and geopolitical thinking, and discusses whether these documents had lasting influences in the strategic mind-set, the force structure, and other areas of American sea power. Overall, this work provides a deeper understanding of the crafting of US naval strategy since the final decade of the Cold War, its contextual and structural framework setting, and its application. To that end, the work bridges the gap between the thinking of American naval officers and planners on the one hand and academic analyses of Navy strategy on the other hand. It also presents the trends in the use of naval force for foreign policy objectives and into strategy-making in the American policy context. Newport Paper No. 29, Shaping the Security Environment, edited by Derek S. Reveron, makes an important contribution to an unfolding debate on the global role of U.S. military forces in an era of transnational terrorism, failed or failing states, and globalization. Reveron, professor of national security decision making at the Naval War College, looks beyond the current conflicts in which the United States is involved to raise fundamental questions concerning the regional diplomatic roles of America's combatant commanders (COCOMs) and, more generally, the entire array of nonwarfighting functions that have become an increasingly important part of the day-to-day life of the American military as it engages a variety of partners or potential partners around the world. These functions are increasingly being given doctrinal definition and a larger role in U.S. military planning under the novel concept of “shaping.” This volume is intended to explore the notion of shaping in its various aspects, both generally and in several regional contexts. The changing role of the regional COCOMs (formerly CINCs) over the last dozen years or so is the focus of a paper by General Anthony Zinni, U.S. Marine Corps (Ret.), who provides a characteristically frank and illuminating account of his own tenure as commander of the U.S. Central Command, with responsibilities for the Persian Gulf and the greater Middle East. Papers by Commander Alan Lee Boyer, USN (Ret.), and Stephen A. Emerson examine maritime and regional security cooperation from the perspective of the U.S. European Command on the one hand and, on the other, the Combined Task Force–Horn of Africa, a joint organization headquartered in Djibouti that has played a critical role in recent years in strengthening the capabilities of countries throughout the region to improve their own security and counter terrorism. Two further chapters examine aspects of shaping from a global perspective. Ronald E. Ratcliffe provides a searching analysis of the “thousand-ship navy” initiative proposed several years ago by outgoing Chief of Naval Operations Michael Mullen, including the difficulties the U.S. Navy has had in operationalizing this concept—and the difficulties some of our allies and partners continue to have in coming to terms with it. Ratcliffe makes a number of useful recommendations as to how the Navy can make headway in the area of maritime security cooperation in the coming years, which is likely to figure prominently in the new maritime strategy the Navy is currently developing. Finally, Dennis Lynn looks at “strategic communication,” also a relatively new concept that is intended to bring greater coherence to the way the U.S. military thinks about the overall impact of its words and actions abroad and how it can better craft messages to shape the environment—friendly as well as adversarial—in which it finds itself today.

This paper examines how the US should respond to an operational EU force and how such a force might impact US strategy in Europe and internationally. The assumption is that the EU will eventually find a way to organize, fund, equip, and direct missions for its new defense organization. The primary assertion is that the US should embrace the rise of Europe's new defense establishment and move to a cooperative security strategy with the EU regarding European defense issues. At the same time, the US should take advantage of the next several years to transition the force technologically and organizationally in order to maintain a significant edge over any future rise by the EU to superpower status. This will give the US the option to maintain a more aggressive, grand strategy of selective engagement in the international arena. Finally, the US should cooperate with the EU by sharing advanced defense technology. This move will help reestablish the close EU-US ties enjoyed until the end of the Cold War, promote compatibility in case of NATO's future demise, and help the US defense industry remain competitive in Europe.
