This volume contributes to the debate within the EU over the democratic deficit. Why is it that the European Parliament - surely a mechanism for democratic control - is either ignored in British mass media or treated as a gravy train? Based on 46 long interviews with British MEPs, a picture emerges of British MEPs being ignored by British national media but able to secure constituency media coverage and influence. Additionally, in different constitutional settings, the same picture emerges in Belgium and the Republic of Ireland. The research suggests that political elites in EU member countries are anxious to control the visibility/influence of the European Parliament, not merely via the Council and Commission, but also by managing their national media into dismissive attitudes towards the Parliament.

The European Parliament in the Contested Union provides a systematic assessment of the real influence of the European Parliament (EP) in policy-making. Ten years after the coming into force of the Treaty of Lisbon, which significantly empowered Europe’s only directly elected institution, the contributions collected in this volume analyse whether, and under what conditions, the EP has been able to use its new powers and shape decisions. Contrary to widespread rhetoric of deregulation, the media are objects of increased global policy. Generators of cultural spheres, within which social consensus is formed, the media are shaped by national and supranational agencies of questionable legitimacy. Policy delineates the form and content of global communications impinging on cultures, discourses and consciousness; yet, citizen representation in processes of policy-making remains fragmentary. In this insightful study, the author examines the role of the European Parliament, as the only international organisation directly accountable to and elected by citizens, in the formation of media policy. This critical account of supranational representation identifies the structural and ideological dynamics of powers in European media policy.
