School dropout remains a persistent and critical issue in many school systems, so much so that it is sometimes referred to as a crisis. Populations across the globe have come to depend on success at school for establishing careers and gaining access to post-school qualifications. Yet large numbers of young people are excluded from the advantages that successful completion of school brings and as a result are subjected to consequences such as higher likelihood of unemployment, lower earnings, greater dependence on welfare and poorer physical health and well-being. Over recent decades, most western nations have stepped up their efforts to reduce drop out and raise school completion rates while maintaining high standards. How school systems have approached this, and how successful they are, varies. This book compares the various approaches by evaluating their impact on rates of dropout and completion. Case studies of national systems are used to highlight the different approaches including institutional arrangements and the various alternative secondary school programs and their outcomes. The evaluation is based on several key questions: What are the main approaches? How do they work? For whom do they work? And, how successful are they in promoting high rates of completion and equivalent outcomes for all? This book examines the nature of the dropout problem in advanced industrialized countries with the goal of developing a broader, international understanding that can feed into public policy to help improve completion rates worldwide.

The report includes discussions of many rates used to study how students complete or fail to complete high school. It presents estimates of rates for 2008 and provides data about trends in dropout and completion rates over the last three and a half decades (1972-2008) along with more recent estimates of on-time graduation from public high schools. Among findings in the report was that in October 2008, approx. 3 million civilian non-institutionalized 16- through 24-year-olds were not enrolled in high school and had not earned a high school diploma or alternative credential. These dropouts represented 8% of the 38 million non-institutionalized, civilian individuals in this age group living in the U.S. Charts and tables. A print on demand report.

Abstract: The objective of this study is to describe, using national survey data, how many dropouts attempt to change the course of their lives by returning to complete their diploma requirements, what kinds of dropouts return and complete their requirements, and how the subsequent activities of those dropouts who returned to complete the diploma requirements differ from those of dropouts who remained out of school. This paper reports new findings from a recent follow-up survey of high school sophomores which indicate that a substantial proportion of high school dropouts return to complete their diploma requirements.

The vast majority of kids in the developed world finish high school—but not in the United States. More than a million kids drop out every year, around 7,000 a day, and the numbers are rising. Dropping Out offers a comprehensive overview by one of the country’s leading experts, and provides answers to fundamental questions: Who drops out, and why? What happens to them when they do? How can we prevent at-risk kids from short-circuiting their futures? Students start disengaging long before they get to high school, and the consequences are severe—not just for individuals but for the larger society and economy. Dropping out of high school is related to a number of negative outcomes. Among adults age 25 and older, a lower percentage of dropouts are in the labor force than are adults who earned a high school credential. Similarly, among adults in the labor force, a higher percentage of dropouts are unemployed than are adults who earned a high school credential. In addition, dropouts age 25 and older reported being in worse health than adults who are not dropouts, regardless of income. Dropouts also make up disproportionately higher percentages of the nation's institutionalised population. This book builds upon a series of National Center for Education Statistics (NCES) reports on high school dropout and completion rates that began in 1988. It presents estimates of rates in 2012, provides data about trends in dropout and completion rates over the last four decades (19722012), and examines the characteristics of high school dropouts and high school completers in 2012. This book also discusses federal policy, programs, and issues related to high school graduation, completion, and dropouts. The discussion covers the provisions enacted in federal law that govern the definition, calculation, and reporting requirements of these critical high school outcomes. The book then looks at historical data as well as the most recent indicators of these outcomes. That analysis is followed by a description of the federal programs designed to help youth who have dropped out, or who are at risk of dropping out, in completing high school or an equivalency certificate program. Finally, the book discusses issues that may arise as Congress considers reauthorising the laws that pertain to this topic.
