Modern states have evolved as complex political structures in which unitary forms of government maintain an uncertain equilibrium with ethnically plural societies. Historically, ruling elites have tried with little success to eradicate ethnicity through genocide, bury it under accusations of tribalism, discredit it with the mind-frame of modernization, or confine it to local rather than national political arenas. This broad-ranging volume examines the dynamics of ethnic manipulation and accommodation by dominant and subordinate groups in the state-building process. Ethnicity and the State reflects the widely varying political contexts and cultures in which reasons of state contend with unyielding ethnic allegiances. European, South American, Asian, and Middle Eastern examples reveal a consistent set of themes and attitudes. The authors find that while the state must realize its authority and stability through a strictly defined charter of rights and values, ethnic identity exercises its power more freely and flexibly. The sense of peoplehood may be artificially constructed in response to immediate need, or it may be ancient and organic, growing over time. It has the potential to cut across race, class, and gender. Its central tenets and myths may be reinterpreted, recreated, enlarged upon, or modified as the political situation warrants. Flexibility of belief and the need to identify with a larger group account both for the durability of ethnic loyalty and its vulnerability to manipulation. This volume is particularly timely at a moment when national governments in many parts of the world must face the adoption of more equitable forms of rule to hold their ethnically diverse societies together. Taken together, the analyses presented here warn against institutionalizing ethnic strife and offer a vision of how the state may foster expectations and policies that serve the interests of all ethnic groups within their borders. Gender, Ethnicity, and the State is a study of Latina and Latino prisoners in New York State. Through the use of two case studies, it compares the organizing strategies for reform pursued by Latina and Latino prisoners between 1970 and 1987, the support they received from non-Latina(o) prisoners and third parties, and the response of penal personnel to their calls for support. The work also contains information on Latino prisoner participation and community response to both the 1971 Attica Rebellion and the 1970 New York City jail rebellions. The data for this study was compiled through a combination of primary and secondary sources. The controversial work of Amy Chua argues that, as rapid modernization, industrialization, technological change and globalization bring about fundamental changes in national, ethnic and class identities, especially in developing countries, there is a danger that the laissez-faire capitalist system will cause serious racial conflagration, especially in societies where there is ethnic minority market dominance, combined with ethno-nationalist-type politicians who mobilize support from ethnic majority communities by drawing attention to inequalities in wealth distribution. This controversial work goes on to argue for an authoritarian political system, with curbs against the corporate expansion of enterprises owned by ethnic minorities, until parity in equity ownership among all communities is achieved. This book tests the assumptions behind these arguments, discussing ethnic communities, identity, economy, society and state, and the links between them, in a range of countries in East Asia, Southeast Asia, and the Pacific, and diaspora communities of Asian peoples in the West. It demonstrates that identity transformation occurs as generations of minority communities succeed each other, that old discourses of fixed origins which are assumed to bind ethnic communities into cohesive wholes do not apply, that there are very extensive inter-linkages in the daily activities of people of different ethnic and religious backgrounds, that affirmative action-type policies along racial lines can undermine overall societal cohesion, and that there is no case for limiting democracy until economic equity is achieved. This is a rich, important book, with huge implications for economic development and for states throughout the world as multi-ethnic societies world-wide become more extensive and more complicated.
