Power and Culture challenges existing assumptions about the war in the Pacific. By focusing on the interplay between culture and international relations, one of the world’s most distinguished scholars of United States–Japanese affairs offers a startling reassessment of what the war really meant to the two combatants. Akira Iriye examines the Japanese–American war for the first time from the cultural perspectives of both countries, arguing that it was more a search for international order than a ruthless pursuit of power. His thesis is bold, for he convincingly demonstrates that throughout the war many Japanese leaders shared with their American counterparts an essentially Wilsonian vision of international cooperation. As the war drew to a close, these statesmen began to plan for a cooperative world structure that was remarkably similar to the ideas of American policymakers. Indeed, as Iriye shows, the stunning success of Japanese–American postwar relations can be understood only in the light of a deep convergence of their ideals. Iriye has drawn his conclusions from original research, using official Japanese archives and recently declassified American documents. Most existing scholarship on Japan’s cultural policy toward modern China reflects the paradigm of cultural imperialism. In contrast, this study demonstrates that Japan—while motivated by pragmatic interests, international cultural rivalries, ethnocentrism, moralism, and idealism—was mindful of Chinese opinion and sought the cooperation of the Chinese government. Japanese policy stressed cultural communication and inclusiveness rather than cultural domination and exclusiveness and was part of Japan’s search for an East Asian cultural order led by Japan. China, however, was not a passive recipient and actively sought to redirect this policy to serve its national interests and aspirations. The author argues that it is time to move away from the framework of cultural imperialism toward one that recognizes the importance of cultural autonomy, internationalism, and transculturation.

Beyond the Rising Sun demonstrates that such fears are unfounded. Although cultural nationalism is strong, Japan today is a stable and peaceful democracy. There has long been concern that Japan's aggressive economic development might be a harbinger of an equally aggressive nationalism, reminiscent of the dark era leading up to World War II. The media has fueled the image of a newly aggressive Japan by using martial metaphors such as Samurai capitalism that is invading American markets. Moreover, the Japanese are also portrayed as subservient members of a conformist society manipulated by political authority.
