Many countries are promoting aquaculture as one of the prime drivers of the rural economy and the employment of women and youth. [Author] However, the industry is criticized for inadequately representing the needs of workers. [Author] Most African countries have shown a willingness to advance industry goals through domestic programme planning and facilitating foreign direct investment. [Author] However, there is a need for coherent strategies for employment governance. [Author] Hence, immediate change is required to modify the governance of aquaculture employment to foster industrial transformation. [Author] The objective of this research is to enhance understanding of the governance of aquaculture employment in ten African countries (Egypt, Ghana, Kenya, Malawi, Nigeria, Rwanda, Senegal, South Africa, Uganda and Zambia) and to determine their level of compliance with existing employment legislation in those countries. To make small-scale fisheries in Thailand more sustainable, fishers need to invest in responsible fishing operations and technologies, reduce overfishing, contribute to fisheries management, and implement climate change adaptation measures. Small-scale fishers often do not have access to financial services to innovate and to make the necessary transition to sustainable fishing operations. Access to financial services will help them to innovate and adopt measures that will provide social, economic and environmental returns, the desired triple bottom line. The Asia-Pacific Rural and Agricultural Credit Association (APRACA) and FAO, in collaboration with the Bank for Agriculture and Agricultural Cooperatives (BAAC), implemented a project to analyse and improve the access of small-scale fishers to financial services in Thailand.The project identified the key finance and fisheries sector stakeholders, carried out surveys and interviews and conducted a techno-economic performance analysis of some major fishing fleets, to investigate the potential innovations for investment in small-scale fisheries. APRACA and BAAC drafted training materials and conducted various trainings on financing small-scale fisheries. The project also supported the launch of a national network for stakeholders involved in financing the fishing sector in Thailand (ThaiNet SSF). This circular provides a summary of the project achievements.

In March 2020, a regional inception workshop was held in Ghana a project of the Food and Agriculture Organization of the United Nations (FAO) and the Norwegian Agency for Development Cooperation (Norad) entitled Enhancing the contribution of small-scale fisheries to food security and sustainable livelihoods through better policies, strategies and initiatives. This is the report from the workshop. The project promotes the application of the principles of the Voluntary Guidelines for Securing Sustainable Small-scale Fisheries in the Context of Food Security and Poverty Eradication (the SSF Guidelines) in FAO member countries and regions. The project end date was originally in December 2019 but was extended for another year into 2020 to focus on the issue of empowering women in fisheries for sustainable food systems. Accordingly, the project will support women in small-scale fisheries, particularly in the postharvest sector, with a view to improving food security and nutrition and promoting gender equality. In 2020, related activities will begin in Ghana, Malawi, Sierra Leone, Uganda and the United Republic of Tanzania. The project will also support sharing lessons learned and good practices, and it will help to strengthen institutional structures at the regional and global levels.

The 2020 edition of The State of World Fisheries and Aquaculture has a particular focus on sustainability. This reflects a number of specific considerations. First, 2020 marks the twenty-fifth anniversary of the Code of Conduct for Responsible Fisheries (the Code). Second, several Sustainable Development Goal indicators mature in 2020. Third, FAO hosted the International Symposium on Fisheries Sustainability in late 2019, and fourth, 2020 sees the finalization of specific FAO guidelines on sustainable aquaculture growth, and on social sustainability along value chains. While Part 1 retains the format of previous editions, the structure of the rest of the publication has been revised. Part 2 opens with a special section marking the twenty fifth anniversary of the Code. It also focuses on issues coming to the fore, in particular, those related to Sustainable Development Goal 14 and its indicators for which FAO is the “custodian” agency. In addition, Part 2 covers various aspects of fisheries and aquaculture sustainability. The topics discussed range widely, from data and information systems to ocean pollution, product legality, user rights and climate change adaptation. Part 3 now forms the final part of the publication, covering projections and emerging issues such as new technologies and aquaculture biosecurity. It concludes by outlining steps towards a new vision for capture fisheries. The State of World Fisheries and Aquaculture aims to provide objective, reliable and up-to-date information to a wide audience – policymakers, managers, scientists, stakeholders and indeed everyone interested in the fisheries and aquaculture sector.

This document reports on the Pan-African Workshop on Strengthening Organizational Structures of Non-state Actors for Sustainable Small-Scale Fisheries in Africa that was held in Kasane, Botswana, on 10–12 July 2019. The workshop was organized by WorldFish and FAO in collaboration with the African Union Interafrican Bureau for Animal Resources (AU-IBAR) and hosted by the Southern African Development Community (SADC). Within the context of implementing the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) and the AU Policy Framework and Reform Strategy for Fisheries and Aquaculture in Africa (PFRS), the workshop aimed at supporting the participation of small-scale fishers and fishworkers in decision-making and development processes that concern their lives and livelihoods. The main objectives were to enhance the functioning of the five subregional non-state actor (NSA) platforms in Africa; to develop strategies and recommendations for the establishment of a Pan-African NSA Platform; and to link global and regional processes and investigate how regional representation can be reflected in the SSF Guidelines Global Strategic Framework (SSF-GSF) mechanism, in particular its Advisory Group.
