This book provides a critical analysis of the changing discourse and practice of post-conflict security-promoting interventions since the Cold War, such as disarmament, demobilization and reintegration (DDR), and security-sector reform (SSR) Although the international aid and security sectors exhibit an expanding appetite for peace-support operations in the 21st Century, the effectiveness of such interventions are largely untested. The Great Lakes region of Africa is characterized by protest politics, partial democratization, political illegitimacy and unstable economic growth. Many of the countries that are members of the International Conference on the Great Lakes Region (ICGLR) which are: Burundi, Angola, Central African Republic, Democratic Republic of the Congo, Republic of the Congo, Kenya, Uganda, Rwanda, Sudan, South Sudan, Tanzania, and Zambia, have experienced political violence and bloodshed at one time or another. While a few states have been advancing electoral democracy, environmental protection and peaceful state building, the overall intensity of violence in the region has led to civil wars, invasion, genocide, dictatorships, political instability, and underdevelopment. Efforts to establish sustainable peace, meaningful socio-economic development and participatory democracy have not been quite successful. Using various methodologies and paradigms, this book interrogates the complexity of the causes of these conflicts; and examines their impact and implications for socio-economic development of the region. Peace accords are often plagued by problems, including economic hardship, burgeoning crime, postwar trauma, and persistent fear and suspicion. Too often, negotiated settlements merely open another difficult chapter in the peace process, or worse, lead to new phases of conflict. The University of Notre Dame's Research Initiative on the Resolution of Ethnic Conflict (RIREC) explored three significant challenges of the postwar landscape: the effects of violence in internal conflicts after peace agreements have been signed; the contributions of truth-telling mechanisms; and the multidimensional roles played by youth as activists, soldiers, criminals, and community-builders. The project led to the 2006 publication of three edited volumes by the University of Notre Dame Press: John Darby's Violence and Reconstruction; Tristan Anne Borer's Telling the Truths: Truth Telling and Peace Building in Post-Conflict Societies; and Siobhan McEvoy-Levy's Troublemakers or Peacemakers Youth and Post-Accord Peace Building. In Peacebuilding After Peace Accords, the three editors revisit the topics presented in their books. reconstruction and the difficulties in building a sustainable peace in societies recently destabilized by deadly violence. The authors argue that researchers and practitioners should pay greater attention to these challenges, especially how they relate to each other and to different post-accord problems. A foreword by Archbishop Emeritus Desmond Tutu sets the context for this volume, and an afterword by Eileen Babbitt reflects on its findings.

The international community has donated nearly one trillion dollars during the last four decades to reconstruct post-conflict countries and prevent the outbreak of more civil war. Yet reconstruction has eluded many of these countries, and 1.9 million people have been killed in reignited conflict. Where did the money go? This book documents how some leaders do bring about remarkable reconstruction of their countries using foreign aid, but many other post-conflict leaders fail to do so. Offering a global argument that is the first of its kind, Desha Girod explains that post-conflict leaders are more likely to invest aid in reconstruction when they are desperate for income and thus depend on aid that comes with reconstruction strings attached. Leaders are desperate for income when they lack access to rents from natural resources or to aid from donors with strategic interests in the country. Using data on civil wars that ended between 1970 and 2009 and evidence both from countries that succeeded and from countries that failed at post-conflict reconstruction, Girod carefully examines the argument from different perspectives and finds support for it. The findings are important for theory and policy because they explain why only some leaders have the political will to meet donor goals in the wake of civil war. The findings also shed light on state-building processes and on the political economy of postconflict countries. Paradoxically, donors are most likely to achieve reconstruction goals in countries where they have the least at stake.
