This open access book explores the various dimensions of women’s empowerment in public policy in the Gulf Cooperation Council (GCC) region, with a particular focus on Qatar, comparing the country to the other Gulf states. Through its rich compilation of empirical qualitative research, the text unpacks the various ways in which women’s empowerment materializes in the GCC context, providing insights into public policy perspectives in high-income rentier states more broadly. The Arab world has long been part of the global dialogue on women’s economic and political empowerment and the GCC has, over the past decade, situated women’s empowerment amongst their respective national priorities and long-term strategies. In turn, the Gulf has seen gradual implementation of policies aimed at women, specifically, in looking to attract and retain them in the labour market, and in the public sector more broadly. Serene Khader's book on adaptive preference is a book that should be read by anyone interested in oppression and how to struggle against and overcome it. According to many feminist theories of oppression, a primary problem for overcoming oppression is that the victims become accustomed to their circumstances and even come to prefer them. Their preference for their oppressive conditions then form practical and moral obstacles to changing them, since the oppressed act in ways to further those conditions and it seems cruel or unfair to take from the oppressed what they claim to prefer. Such preferences are called adaptive preferences, and transforming them seems to be an important goal of institutions that aim to improve the lives of the oppressed. This book is about how and why public institutions should intervene in the lives and societies of oppressed persons with adaptive preferences to encourage their flourishing. Although Khader explicitly targets impoverished and oppressed women in the global South, her arguments should apply equally to other contexts of oppression and deprivation.

In Bangladesh, IFPRI has received support from USAID through its Policy Research and Strategy Support Program in Bangladesh (PRSSP) to work in the geographic areas targeted by Feed the Future interventions (known as the Zone of Influence) to construct this new WEAI4VC module. The qualitative research study, conducted by IFPRI field officers, complements a 1,200 household quantitative survey, looking in greater depth at the individual, household, and community level experiences of men and women to understand the consequences of value chain participation on them as producers, entrepreneurs, and wage workers on women’s empowerment. The quantitative study sampled 400 households for each of the three economic activities of interest – (1) agricultural production, (2) agricultural entrepreneurship, and (3) agriculture sector employment. It was carried out in ten administrative units (upazilas or sub-districts), and five villages in each upazila to total 50 villages.
