This report assesses the cost of adaptation to climate change across a range of future climate scenarios and investment options. We focus on offsetting climate change impacts on hunger through investment in agricultural research, water management, and rural infrastructure in developing countries. We link climate, crop, water, and economic models to (1) analyze scenarios of future change in the agriculture sector to 2050 and (2) assess trade-offs for these investments across key Sustainable Development Goals (SDGs) for poverty, hunger, and water. Our reference projections show that climate change slows progress toward eliminating hunger, with an additional 78 million people facing chronic hunger in 2050 relative to a no-climate-change future, over half of them in Africa south of the Sahara. Increased investments can offset these impacts. Achieving this would require that annual investment in international agricultural research increase from US$1.62 billion to US$2.77 billion per year between 2015 and 2050. Additional water and infrastructure investments are estimated to be more expensive than agricultural R&D at about US$12.7 billion and US$10.8 billion per year, respectively, but these address key gaps to support transformation toward food system resiliency. Findings on ranges of costs and trade-offs and complementarities across SDGs will help policymakers make better-informed choices between alternative investment strategies.

Financialization is the increased influence of financial actors and logics on social and economic life, and is one of the key drivers transforming food systems and rural economies around the world. The premise of this book is that the actions of financial actors, and their financial logics, are transforming agri-food systems in profound ways. It is shown that although financialization is a powerful dynamic, some recent developments suggest that the rollout of financialization is contradictory and uneven in different spaces and markets. The book examines cases in which state regulation or re-regulation and social movement resistance are setting roadblocks or speed bumps in the path of financialization, resulting in a ‘cooling off’ of investment, as well as the other side of the argument where there is evidence of a ‘heating up’. The authors address not only the limits to financialization, but also the mechanisms through which financial entities are able to penetrate and re-shape agri-food industries. Agricultural innovation has played a critical role in the economic transformation of developing East Asian countries over the past half century. The Green Revolution—in the form of modern seed varieties, chemical fertilizers, pesticides, and modern machinery—has contributed to increased crop yields and farm incomes, and decreased poverty across the region. Although policy makers’ traditional focus on expanding and intensifying agricultural production has brought many benefits, the focus on productivity has come at a rising cost. The environmental sustainability of agricultural production is increasingly under threat. Moreover, as countries in the region have become more urbanized and demand for processed foods has risen, inadequate food safety systems and related food safety hazards have created a new form of food insecurity. As detailed in Agricultural Innovation in Developing East Asia: Productivity, Safety, and Sustainability, a new generation of innovation in agriculture has the potential to address the challenges of productivity, sustainability, and food safety to deliver a “triple win.†? To make the most of this promising wave of agricultural innovations, policy makers in the region will need to act to strengthen countries’ agricultural innovation systems.
