For millennia, the Mediterranean has been one of the most active trading areas, supported by a transport network connecting riparian cities and beyond to their hinterland. The Mediterranean has complex trade patterns and routes--but with key differences from the past. It is no longer an isolated world economy: it is both a trading area and a transit area linking Europe and North Africa with the rest of the world through the hub-and-spoke structure of maritime networks. Understanding how trade connectivity works in the Mediterranean, and elsewhere, is important to policy makers, especially those in developing countries in the Mediterranean, concerned with the economic benefits of large investment in infrastructure. This report describes how Central Asia Regional Economic Cooperation (CAREC) corridor performance measurement and monitoring (CPMM) helps to achieve the objectives of the CAREC Transport and Trade Facilitation Strategy and its Implementation Action Plan. It presents the CPMM methodology and discusses the roles and responsibilities of key stakeholders, especially the private sector. It highlights ongoing efforts to provide accurate and reliable indicators despite the challenges of measuring corridor performance in the CAREC context. The extensive depth of data collected and the richness of information that CPMM has been providing since 2009 supports detailed policy analysis and formulation. Trade facilitation indicators have been developed to inform CAREC's Development Effectiveness Review. These indicators provide a basis of comparison or benchmarking of one location (border crossing point or corridor segment) against another in terms of (i) the efficiency of border management agency policies and procedures in regulating trade, (ii) infrastructure quality, and, in due course, (iii) the quality and performance of trade logistics service providers. The four indicators include the standard measures of time and cost as the main components. Selected corridor performance data are then analyzed to identify the physical and non-physical barriers to trade and transit traffic encountered at specific locations, helping to pinpoint the causes of excessive delays and costs. With this study, ADB underscores the value of CPMM for CAREC countries (and for countries participating in other subregional programs) as they craft policies and consider investments to facilitate trade.

Because trucks in Bangladesh and India are not allowed to operate across the border, cargo is transloaded at the border, and Indian trucks traveling between northeast India and the rest of India must go around Bangladesh through the Siliguri Corridor, which significantly increases transport and trade costs. This lack of integration means that it is more costly for Bangladesh and India to trade with each other than for either of them to trade with Europe. As a result, bilateral trade represents only about 10 percent of Bangladesh’s trade and a mere 1 percent of India’s trade. Connecting to Thrive: Challenges and Opportunities of Transport Integration in Eastern South Asia presents a collection of innovative technical analyses that show what is needed to achieve seamless connectivity in the region. The report explores the extent to which the Bangladesh-Bhutan-India-Nepal Motor Vehicles Agreement (MVA) supports the cross-border operation of road transport services and identifies the gaps in the agreement that need to be addressed to improve its effectiveness. It assesses the potential shift of freight traffic to new routes and modes in eastern India and Bangladesh once the MVA is implemented and the potential impact of the MVA on wages, employment, and income in Bangladesh and India.
