A stable and reliable energy supply is of critical importance and enhances resilience against political and economic pressures. As was noted during the NATO Warsaw Summit in 2016, energy developments could have significant political and security implications for the alliance and its allies, as demonstrated by the crises to NATO's east and south. This book presents papers from the NATO Advanced Research Workshop “Addressing Emerging Security Risks for Energy Flows over South Caucasus”, which took place in Tbilisi, Georgia, in December 2016. The workshop brought together academics specializing in energy security, practitioners dealing with energy infrastructure, safety and critical energy projects, NATO and EU experts, and representatives from industry, civil society and governmental agencies. The workshop consisted of six major panels, which addressed numerous issues and emphasised the importance of the energy transit function of Georgia and the South Caucasus. It reviewed existing and future energy transit projects and potential flows of oil and power, and debated areas of common interest and forms of cooperation between consumers, producers and transit states. New security challenges raised by the increased threat of terrorist activities and potential military actions were also analyzed. Potential forms of cooperation to provide adequate strategic and tactical safeguards against emerging threats were identified by the participants, and the book will be of interest to all those concerned with the security of our energy supplies.

In this publication possible ways to promote security cooperation in the Wider Black Sea Area are being addressed. The area holds major importance for Euro-Atlantic security. Strategically located at the crossroads of Europe, the Middle East and Central Asia, the region, after the dual NATO-EU enlargement in 2004-2007, became part of the periphery of the common Euro-Atlantic security system, with critical value for European energy security and the war on terrorism. The region faces a variety of security challenges, including regional conflicts, ethnic strife, terrorism, and powerful organized crime, while many of the countries have weak institutions, turbulent political systems, unstable economies and lack of democracy. In addition, the traffic of drugs to the West, the steady stream of militancy from the Middle East, and the energy lines from the oil and gas-rich regions of the East to an energy-hungry Europe gradually define the Wider Black Sea Area as a region urgently requiring political attention and investment in its security. This publication is intended to provide fresh ideas on the possible areas of security cooperation, even as the authors agreed that comprehensive, far-reaching policies are hard to attain in the near future.

The importance of the South Caucasus to European security is growing. Recent trips by Lord Robertson to the region underscore NATO resolve to expand security under the Partnership for Peace (PFP) program. Moreover the three South Caucasus states Armenia Azerbaijan and Georgia are moving toward a closer relationship with the Alliance. These developments bode well for future regional stability. Far Countries Strategically located on the southeastern NATO flank the South Caucasus borders Iran Russia and Turkey. Some observers believe that among post-Soviet regions the South Caucasus is second only to the Baltic states in strategic importance to the Alliance because its territory is contiguous with member nation Turkey and is a natural extension of Europe. It also forms a strategic corridor linking Southern Europe with Central Asia that could be used as a conduit for Caspian energy resources which will likely play a significant role in European energy security and the global energy market if regional instability is overcome.
