Women are more likely to take part in activities that reduce greenhouse gas emissions, such as energy conservation and sustainable agriculture practices. Gender-specific adaptation strategies can help ensure that women are able to participate in the development of adaptation plans and fully benefit from them. In addition, research has shown that communities in which gender roles are more equitable often have better outcomes in terms of climate change mitigation and adaptation. It has significant social impacts and magnifies existing inequalities such as the disparity between women and men in their vulnerability and ability to cope with this global phenomenon. Key messages Financial mechanisms and climate change-related interventions should prioritize activities that are locally adapted and accessible for both genders, considering the different roles and constraints of each gender. Ministries responsible for climate action require a specifically tagged budget to enable interventions to be gender-responsive. The gender-specific indicators provided in this study can support ministries responsible for delivering climate action to include gender within the Indonesian KRISNA (‘Collaborative Planning and Budget Performance Information’) budget system. On-the-ground interventions need to acknowledge the necessity of integrating women and the poor as vital allies in achieving climate change adaptation and mitigation objectives – from the design phase through all stages of implementation – and translate this into pro-poor and gender-responsive strategic planning and operational guidance. Building the institutional capacities of stakeholders is required at all levels so that plans and actions can be synergized, and different finance sources can be combined to ensure positive gender and pro poor outcomes and the long-term sustainability of finance mechanisms. Gender-responsive budgeting needs to include gender variables in monitoring at all levels: this includes indicators for immediate and intermediate results that act as stepping stones in changing longer-term gender relations, therefore contributing to gender transformational change. Indicators need to go beyond the usual economic assessments, to look at the social factors related to decisionmaking processes, agenda setting, the representation of women in institutions, their access to assets and markets, and capacity building.

Key points Despite a clear mandate for addressing gender equality in climate policy and action, gender considerations tend to be sidelined or watered down at national/program levels. The Green Climate Fund is well placed to help bridge this gap and contribute toward a global vision to address gender equality and women's empowerment in climate policy and action.For this, the updated gender policy of the Green Climate Fund must be guided by a 'gender-responsive' approach, and hence move beyond the 'gender-sensitive' approach of the current gender policy.The objectives of the new gender policy should be two-fold: (i) advance gender equality and women's empowerment through climate change mitigation and/or adaptation actions; (ii) minimize gender-related risks and safeguard women's rights in all climate change actions.The Gender Policy and Action Plan need to be aligned with the Sustainable Development Goals. The term climate change is used to denote any significant but extended change in the measures of climate. The changes could be due to natural variability or as a result of human activities, such as the burning of fossil fuels to produce energy, deforestation, industrial processes, and some agricultural practices. Such activities release large amounts of carbon dioxide and other greenhouse gases into the atmosphere that hang like a blanket around the earth, thus trapping energy in the atmosphere and causing it to warm up. This results increasingly in climate variability, which is characterised by extreme seasonal, annual, temporal and non-spatial variability in temperature, vagaries of precipitation (rainfall patterns and amounts) and/or wind patterns occurring over a prolonged period of time. The last decade (2001 - 2010) has been the warmest on record; with the average temperatures reaching 0.46∞C, above the 1961 - 1990 mean, and 0.21∞C warmer than the 1991 - 2000 period. It has been proved that the African continent is warming up faster, all year-round, than the global avera≥ a trend that is likely to continue. By the year 2100, it is predicted that temperature changes will fall into ranges of about 1.4∞C to nearly 5.8∞C increase in mean surface temperature compared to 1990, and the mean sea level will rise between 10cm to 90 cm (AMCEN 2011). The interior of semiarid margins of the Sahara and central southern Africa will be the most affected by such warming (AMCEN 2011). To tackle the phenomenon of climate change effectively, human societies have put in place a combination of mitigation and adaptation mechanisms and strategies. Whereas mitigation aims at avoiding or lessening the impacts of the unmanageable, the goal of adaptation is to manage the unavoidable. That men and women are affected differently by climate change suggests that they also differ in terms of the adaptation mechanisms they employ. Despite the existence of gender-based differences in the effects of climate change and in adaptation and coping strategies, studies on the gender differential impacts of climate change and variability on women in general and pastoralist women in particular in sub-Saharan Africa are limited. This volume offers insights and knowledge that pastoralist women developed on climate change adaptation through their experiences in their households and communities and thereby tries to narrow this gap.
