Climate change is reshaping patterns of displacement around the world. Extreme weather events destroy homes, environmental degradation threatens the viability of livelihoods, sea level rise and coastal erosion force communities to relocate, and risks to food and resource security magnify the sources of political instability. Climate displacement—the displacement of people driven at least in part by the impacts of climate change—is a pressing moral challenge that is incumbent upon us to address. This book develops a political theory of climate displacement. Most work on climate displacement has tended to take an idealized ‘climate refugee’ as its focus. But focusing on the figure of the climate refugee obscures the complexity and heterogeneity of climate displacement. Instead, this book takes the empirical dynamics of climate displacement as its starting point. It examines the moral and political problems raised by the interaction of climate change and displacement in five domains: community relocation, territorial sovereignty, labour migration, refugee movement, and internal displacement. In each context, climate displacement raises distinct questions, which this book explores on their own terms. At the same time, this book treats climate displacement as a unified phenomenon by examining the overarching questions of responsibility and fairness that it raises. The result is an empirically grounded political theory that both maps the conceptual terrain of climate displacement and charts a course for meeting the moral challenge that it raises.

Human beings have migrated since their origin. This migration has ranged from journeys of a few miles to epic travels across oceans and continents. Drought, plagues, floods, or other natural disasters have triggered migration. Slavery, escape from slavery, invasions, and exile have created forced migration. There are many perspectives on why people migrate, how people migrate, what impact migration has on receiving, transit and sending countries, and whether countries should encourage, discourage, or limit migration. This compendium raises some issues and questions in order to encourage a thoughtful, in-depth discussion of the ethics of migration. Migration, the geographical movement of people in order to settle in other places for longer periods of time, has extensively been analysed by historians and social scientists, but philosophers have thought little -- and said even less -- about it. This gap is quite astonishing if one considers the fact that migration policies involve highly contested normative judgments in all phases. Yet historically, moral and political philosophers and political theorists have rarely discussed migration; none developed a coherent ethics of migration. Only in the past thirty years have theorists begun to think about the issue, but still we do not have any comprehensive and systematic treatment. Migration involves many phases: emigration (root and intermediate causes), immigration or actual first admission, and the different stages of incorporation. Today, as in the past, global economic gradients of difference are among the most salient differences motivating migration. Setting aside the cases of refugees and many internally displaced persons, much of current and future global migration is essentially an economic phenomenon, yet that fact is too often obscured by the narrowly political terms in which it is debated by political theorists. Today, there are over 40 million conflict-induced internally displaced persons (IDPs) globally, almost double the number of refugees. Yet, IDPs are protected only by the soft-law Guiding Principles on Internal Displacement at the global level. Instead of a dedicated international organization, IDPs receive protection and assistance only through the UN’s cluster approach. Orchard argues that while an international IDP protection regime exists, many aspects of it are informal, with IDP issues bound up in a humanitarian regime complex that divides the mandates of key organizations and even the question of IDP status itself. While the Guiding Principles mark an important step forward, implementation of laws and policies based on them at the domestic level remains haphazard. Action at the international level similarly reflects an all-too-often ad hoc approach to IDP issues. Through an in-depth examination of IDP efforts at the international level and across the forty states which have adopted IDP laws and policies, Orchard argues that while progress has been made, new and greater monitoring and accountability mechanisms at both the domestic and international levels are critical.
