The present water report is the final product emanating from efforts by FAO, IWMI and others to document and understand the implications of the irrigation sector embarking on a wide reform process. It is intended to be a knowledge synthesis document that captures the global experiences emerging from a wide-reaching process targeting the reform of the irrigation sector. This study indicates that irrigation management transfer (IMT) is an approach for irrigation sector reform with the potential to improve the sustainability of irrigation systems. The process requires inter alia strong political commitment, negotiations among stakeholders, and long-term capacity development. Irrigation management transfer should not be seen as a process that has a clear "beginning" and "end". While the former can be more easily identified, the latter is much more difficult to determine. In fact, IMT can be the initial stage of an evolving long reform process. The consensus among policy-makers in the developing world and aid agencies is that a lack of capacity is constraining the development of irrigated agriculture. Although this concern is not new, it is now receiving much attention in the irrigation and drainage world, where it is becoming an issue in its own right rather than being embedded in infrastructure investment projects. So the advance of the irrigated sector on a global scale is a vital part of the development of the human race's capacity to feed itself. This requires many skills, including an economic understanding of the role of water in the irrigation and drainage of farmland. The purpose of this book is to provide a text in securing such an understanding that will assist both students and professionals in the fields of agriculture, development studies, geography, hydrology and planning. As an introduction to the subject, no prior knowledge of economic theory is assumed. The scope of the book is wide both in its analysis and its geographical coverage. A general introduction to irrigation and to economics is followed by a treatment of farmer’s need for irrigation water and the costs they face in accessing it.
