The COVID-19 pandemic exposed the vulnerability of agrifood systems to shocks and stresses and led to increased global food insecurity and malnutrition. Action is needed to make agrifood systems more resilient, efficient, sustainable and inclusive. The State of Food and Agriculture 2021 presents country-level indicators of the resilience of agrifood systems. The indicators measure the robustness of primary production and food availability, as well as physical and economic access to food. They can thus help assess the capacity of national agrifood systems to absorb shocks and stresses, a key aspect of resilience. The report analyses the vulnerabilities of food supply chains and how rural households cope with risks and shocks. It discusses options to minimize trade-offs that building resilience may have with efficiency and inclusivity. This book draws examples from food security issues in Bangladesh. Bangladesh is situated in a climatically vulnerable position and is impacted frequently by such climatic hazards as floods, cyclones, droughts, and salinity intrusion. Fears about societal insecurity due to food price increases and hunger, grave scenarios regarding the effects of climate change and general uncertainty about the impacts of investments in biofuels and so-call “land grabbing” on food prices and availability have meant that food security is now recognised as being a multifaceted challenge. This book is unique in that it will bring together analyses of these different factors that impact on food security. This volume will describe a range of different perspectives on food security, with an emphasis on the various meanings that are applied to food security “crisis”. The challenges to be reviewed include market volatility, climate change and state fragility. Analyses of responses to food security crises and risk will cover rural and urban contexts, arenas of national policy formation and global food regimes, and investment in land and productive technologies. This book is unique in two respects. First, it takes a step back from the normative literature focused on specific factors of, for example, climate change, agricultural production or market volatility to look instead at the dynamic interplay between these new challenges. Hazards may occur suddenly (sudden-onset) or develop over time (slow-onset) and threaten people’s lives and livelihoods and all the pillars of sustainable development. Since 2016, the Food and Agriculture Organization of the United Nations (FAO) has supported extensive country-level work on Anticipatory Action for several slow-onset hazards such as drought, cold waves, pests and diseases, Rift Valley fever and the secondary consequences of COVID-19. This paper summarizes FAO's conceptual and programmatic approach for anticipating and mitigating the impact of slow-onset hazards on the most vulnerable people depending on agriculture for their livelihoods and food security. Drawing on FAO’s experiences in implementing Anticipatory Action and the technical expertise built over decades, it recommends a phased approach to Anticipatory Action for slow-onset hazards as it reduces uncertainties associated with early warning information, improves the targeting of Anticipatory Action interventions and helps adapt the selection of Anticipatory Action options to the evolving hazard context.

Natural hazard induced disasters (NHID), such as floods, droughts, severe storms, and animal pests and diseases have significant, widespread and long lasting impacts on agricultural sectors around the world. With climate change set to amplify many of these impacts, a “business as usual” approach to disaster risk management in agriculture cannot continue if we are to meet the challenges of agricultural productivity and sustainability growth, and sustainable development. Drawing from seven case studies – Chile, Italy, Japan, Namibia, New Zealand, Turkey and the United States – this joint OECD?FAO report argues for a new approach to building resilience to NHID in agriculture. It explores the policy measures, governance arrangements, on?farm strategies and other initiatives that countries are using to increase agricultural resilience to NHID, highlighting emerging good practices. Agrifood systems are intrinsically linked to climate change and are particularly vulnerable to its impacts. Each year hundreds of billions of dollars’ worth of crops and livestock production is lost due to disaster events, undermining hard-won development gains and livelihoods for farmers. At the same time, agrifood systems are substantial contributors of emissions. As such, agrifood systems must play a central role in providing solutions for climate change – both adaptation and mitigation – while meeting the food security needs of present and future generations. The communities that support and depend on agrifood systems are on the front line of loss and damage associated with climate change. Loss and damage can generally be described as the negative impact of climate change that occurs despite mitigation and adaptation efforts. Addressing loss and damage in the agrifood system is crucial, given its importance for livelihoods and sustainable development. Taking collective action is essential to tackle loss and damage in agrifood systems to ensure that the livelihoods of the most vulnerable communities are adequately protected and food security needs are met. The purpose of this report is to stimulate discussions on the central role of agrifood systems in the loss and damage debate and identify the gaps in data, knowledge and finance that need to be addressed. The report provides an overview of the loss and damage concept, the status of analytical methodologies and tools, a summary of the reporting on loss and damage in nationally determined contributions (NDCs), an outline of the policy needs and some preliminary analysis of the financing needs. Overall, support to countries needs to be targeted and strengthened so that loss and damage in agrifood systems can be dealt with as early as possible. This support needs to ensure that no one is left behind while striving for better production, better nutrition, a better environment and a better life.
