The terrorist attacks on September 11, 2001, were used by the Bush administration to usher in a war without borders, a war against many enemies in many different parts of the world, a war without end. This is America's War on Terror. Yet this War on Terror is in reality an imperialist war that seeks to make the world secure for global economic and strategic interests of the United States. This war seeks to reorder the world through imperialist expansion. The military occupation of Iraq in March 2003 signals only a stage in this ongoing war. It signals also the application of the new doctrines that the Bush administration has championed. Ninan Koshy makes a meticulous scrutiny of official documents and statements, and shows how the military might of the US is actually used to buttress globalization, that is, the sway of multinational capital. He also demonstrates how military occupation is intrinsic to the expansion of the American empire. Koshy makes the point that the main theatre of the War on Terror is Asia, from West to North East, and includes Central, South and South East Asia. He also puts forward a sharp critique of the policy followed by New Delhi, which involves the calculated dismantling of the entire rationale of non-alignment and the edifice of an independent foreign policy, as well as the subjugation of India's national interests to US war plans. What we are witnessing today is the demise of the world order that emerged after the Second World War. A new world order is taking its place. This lucidly argued book explains the architecture and nature of this new world order.

The Global Community Yearbook is a one-stop resource for all researchers studying international law generally or international criminal tribunals specifically. The Global Community Yearbook appears annually in two-volume editions of carefully chosen primary source material and corresponding expert commentary. The general editor, Professor Giuliana Ziccardi Capaldo, employs her vast expertise in international law to select excerpts from important court opinions and also to choose experts from around the world who contribute essay-guides to illuminate those cases. Although the main focus is recent case law from the major international tribunals and regional courts, the first volume of each year''s edition always features expert articles by renowned scholars who address broader themes in international law, themes that appear throughout the case law of the many courts covered by the series as a whole. b. This particular edition (2009): This year''s edition of the Global Community Yearbook is restructured to update its format and to better respond to its objective. The change affects the section entitled Decisions of International Courts and Tribunals; all other sections will remain the same. This section, divided into twelve sub-Sections, presents annually the more significant international case law in the form of "legal maxims," systematically collected. The elaboration of legal maxims, extracted from the courts'' decisions, and their systematic classification makes this year''s edition of the Yearbook unique. International courts and tribunals have developed remarkably in recent years, and it is becoming increasingly difficult to follow the case law emanating from those jurisdictions without the help of an intermediary. The Yearbook and its unique changes fill this gap by serving as an intermediary between the case law and international scholars, practitioners, and students. In previous issues of the Yearbook, these legal maxims were prepared by referring both to the law and often extensively to the specific facts of the case. In the new format, the "legal maxims" will now distil the most important elements of judicial decisions and rely less heavily on the facts. The text of the legal maxims has been reduced to the minimum necessary for systematic classification, printing the website links for the case law. An introductory note on each international tribunal or court continues to be provided as a synopsis of their activity over the year. This reduction of the text of legal maxims better responds to the goals of the Yearbook to serve as a mediator and to provide complete coverage of case law from international courts and tribunals. c. Individual volumes: The first volume of the 2009 edition of Global Community Yearbook presents three categories of material wholly beneficial to any international law-researcher: International tribunals'' court opinions, excerpted with scholarly skill by General Editor Giuliana Ziccardi Capaldo; expert guidance on those cases in the form of commentary by globally recognized luminaries whom Ziccardi has chosen personally; and more broadly focused introductory essays by similarly prominent scholars whom Ziccardi has also selected for that purpose. In the introductory essays, those scholars take on the current, controversial topics of the case against criminalizing hate speech, the global importance of human rights for environmental protection, the evolution of international environmental law, and the politics of global powers. The state bounds politics: it constructs and enforces boundaries that separate what it controls from what lies outside its domain. However, states face a variety of threats that cross and challenge their geographical and conceptual boundaries. Transnational violent actors that transcend these boundaries also defy the state’s claims to political authority and legitimacy. Mark Shirk examines historical and contemporary state responses to transnational violence to develop a new account of the making of global orders. He considers a series of crises that plagued the state system in different eras: golden-age piracy in the eighteenth century, anarchist “propagandists of the deed” at the turn of the twentieth, and al-Qaeda in recent years. Shirk argues that states redraw conceptual boundaries, such as between “international” and “domestic,” to make sense of and defeat transnational threats. In response to forms of political violence that challenged boundaries, states developed creative responses that included new forms of control, surveillance, and rights. As a result, these responses gradually made and transformed the state and global order. Shirk draws on extensive archival research and interviews with policy makers and experts, and he explores the implications for understandings of state formation. Combining rich detail and theoretical insight, Making War on the World reveals the role of pirates, anarchists, and terrorists in shaping global order.

Bush drew a line in the sand, saying, “Either you are with us or you are with the terrorists.” Since 9/11, many counterterrorism partners have been both “with” and “against” the United States, helping it in some areas and hindering it in others. The collapse of the bipolar international system near the end of the twentieth century changed political liberalism from a regional system with aspirations of universality to global ideological dominance as the basic vision of how international life should be organized. Yet in the last two decades liberal democracies have not been able to create an effective and legitimate liberal world order. In A Liberal World Order in Crisis, Georg Sorensen suggests that this is connected to major tensions between two strains of liberalism: a "liberalism of imposition" affirms the universal validity of liberal values and is ready to use any means to secure the worldwide expansion of liberal principles. A "liberalism of restraint" emphasizes nonintervention, moderation, and respect for others. This book is the first comprehensive discussion of how tensions in liberalism create problems for the establishment of a liberal world order. The book is also the first skeptical liberal statement to appear since the era of liberal optimism—based in anticipation of the end of history—in the 1990s.
