Within a few months after the attack on Pearl Harbor, the United States government began to plan a policy for a defeated Japan. In order to avoid any future attacks on the United States, Japanese society had to be changed. Politicians, Japan specialists, historians, political scientists, and anthropologists debated the future of Japan. Topics ranged from the future role of the Emperor and politics, to Japanese economy, to re-education of the Japanese people. Eventually an overall policy for postwar Japan was formulated, which was to a high degree executed by General Douglas MacArthur during the Occupation of Japan. This study is based on research in the records of the government policy planners, both private papers and official records. It is the first book-length study of the American planning for the occupation of Japan, including the drafting of policy, not only in the State Department but also in the War Department, Office of Strategic Services, and the Office of War Information. The analysis focuses on the development of strategies for remodeling postwar Japan as well as on the meaning of Japan constructed by various planners and decision makers and the impact of their constructions on American Occupation policy.

Despite flourishing economic interactions and deepening interdependence, the current political and diplomatic relationship between Japan and China remains lukewarm at best. Indeed, bilateral relations reached an unprecedented nadir during the spring of 2005, and again more recently in autumn 2012, as massive anti-Japanese demonstrations across Chinese cities elicited corresponding incidents of popular anti-Chinese reprisal in Japan. This book systematically explores the complex dynamics that shape contemporary Japanese-Chinese relations. In particular, it analyses the so-called ‘revival’ of nationalism in post-Cold War Japan, its causality in redefining Japan’s external policy orientations, and its impact on the atmosphere of the bilateral relationship. Further, by adopting a neoclassical realist model of state behaviour and preferences, Lai Yew Meng examines two highly visible bilateral case studies: the Japanese-Chinese debacle over prime ministerial visits to Yasukuni Shrine, and the multi-dimensional dispute in the East China Sea which comprises the Senkaku/Diaoyudao territorial row, alleged Chinese maritime incursions, and bilateral competition for energy resources. Through these examples, this book explores whether nationalism really matters; when, and under what circumstances nationalism becomes most salient; and the extent to which the emotional dimensions of nationalism manifest most profoundly in Japanese state-elites’ policy decision-making. This book explores the historical writings of postwar Japanese Marxists - who were, and who continue to be, surprisingly numerous in the Japanese academic world. It shows how they developed in their historical writing ideas of 'radical nationalism', which accepted presupposed ideas of Japan's 'ethnic homogeneity', but which they saw as a 'revolutionary subject', creating a sphere of radical political action against the state, the American Occupation and global capital. It compares this approach in both prewar and postwar Marxist historiography, showing that in the postwar period ideas were more elaborate, and put much more emphasis on national education and social mobilization. It also shows how these early postwar discourses have made their way into contemporary ethnic nationalism and revisionism in Japan today. This collection documents the different ways in which Asian governments have been pursuing economic nationalism even as they have been integrating with the world economy. The book challenges the popular view that with globalization, either the role of the state becomes redundant or that states are unable to purposefully intervene in the economy. The book argues that since most states pursue national interests, which largely include economic development, they work with national business and often intervene on their behalf to create internationally competitive industries. States are thus viewed as integral to capitalist development, and economic nationalism is neither theoretically nor empirically redundant. Contributors from Asia and elsewhere present wide-ranging arguments and evidence to counter the view that with globalization economic nationalism is passé. Instead, they demonstrate that states in Asia are active in shaping trade, investment, technological, industrial, and financial outcomes. Using interdisciplinary social science approaches that are also historically sensitive, this book critically assesses why and how states in select Asian countries continue to intervene in the economy in both familiar and novel ways. Countries covered include India, China, South Korea, Singapore, Japan, and the East Asian region as a whole.
