It is a detailed analysis of the Royal Navy's strategic, tactical, and logistical problems during the final two years of the First World War from the point-of-view of a professional naval officer at the highest level of the Admiralty. It follows his previous history of the operations of the British Grand Fleet which he commanded from 1914 to 1916.The crisis of the Naval war was also the greatest crisis Britain had yet to face, as the German Imperial Navy began to keep its High Sea Fleet mostly in port after the Battle of Jutland, and stepped up its extremely effective U-boat campaign against Allied shipping in the Atlantic and elsewhere. Admiral Jellicoe's narrative begins when he was promoted to the Admiralty as First Sea Lord. He describes the organization, technology, strategy and tactics adopted by the Admiralty as it struggled with the realities of unrestricted submarine warfare such as had never before been conducted or imagined.
