Twenty years after NAFTA, the consensus seems to be that the regional project in North America is dead. The trade agreement was never followed up by new institutions that might cement a more ambitious regional community. The Security and Prosperity Partnership (SPP), launched with some fanfare in 2005, was quietly discontinued in 2009. And new cooperative ventures like the US‐Canada Beyond the Border talks and the US‐Mexico Merida Initiative suggest that the three governments have reverted to the familiar, pre‐NAFTA pattern of informal, incremental bilateralism. One could argue, however, that NAFTA itself has been buried, and yet the region somehow lives on, albeit in a form very different from regional integration in other parts of the world. A diverse group of contributors, from the United States, Canada, and Mexico, with experience in academia, government service, think tanks and the private sector bring to bear a sophisticated and much needed examination of regional governance in North America, its historical origins, its connection to the regional distribution of power and the respective governments’ domestic institutions, and the variance of its forms and function across different issue areas. The editors begin by surveying the literature on North American regional politics, matching up developments there with parallel debates and controversies in the broader literatures on comparative regional integration and international policy coordination more generally. Six contributors later explore the mechanisms of policy coordination in specific issue-areas, each with an emphasis on a particular set of actors, and with its own way of characterizing the relevant political and diplomatic dynamics. Chapters on the political context for regional policy coordination follow leading to concluding remarks on the future of North America. At a time when scholarly interest in North America seems to be waning, even while important and interesting political and economic developments are taking place, this volume will reinvigorate the study of North America as a region, to better understand its past, present and future.

This book analyses the role of institutionalised summits in international governance, adding a fresh perspective to the controversial debate over the value of institutionalised summits for international governance. It argues that the contribution of these summits to negotiating and implementing international agreements on policy change is ambivalent. Based on an innovative theoretical model he proposes that states strategically select summits with their specific institutional design for advancing their policy preferences. Developing the route to the summit and the route from the summit as precise causal mechanisms, he argues that these choices explain the ambivalence of summit involvement. With empirically rich case studies on the G7 and the European Council, the book provides a rare systematic comparison of different summits. The empirical record shows strikingly similar patterns for G7 and European Council, but it also points to variation deserving further attention in the study of summits in different institutional environments. Sustainability cannot be achieved without good governance. The Johannesburg World Summit on Sustainable Development in 2002 stated that governance and sustainable development are intimately tied together and the future role and architecture of institutions, from local to international levels, will be crucial determinants to whether future policies and programmes for sustainable development will succeed. But these are changing times. With growing tensions over both globalization and regionalization, traditional systems of regulation are being subjected to growing pressure for reform. While states will continue to play a significant, if changed, role in the future, the importance of players from business and civil society is increasing. Sustainable development requires this change. Such an intra- and intergenerational concept cannot be achieved with a top-down approach, but rather needs the participation of all. In fact, the governance of sustainable development requires the exploration of new forms of both social co-operation and confrontation. By doing so, the different levels (global and local), players (state, company and civil society), control structures (hierarchy, market and public-private) and fields of action need to be taken into consideration.Governance and Sustainability examines the possibilities of integrating the environmental, social and economic dimensions of sustainable development within the framework of governance processes and how that might steer societies towards sustainability. It takes a close look at the key actors, their agendas and methods, forms of organization, problems and limits, as well as real-life examples for governance in different areas of society at the regional, national and international level. It is especially interested in exploring the nature of changes in the context of governance; the role of actors in such processes; and analysing how different forms of societal learning can improve governance processes.
