Lake Victoria fisheries face severe environmental stresses. Stocks are declining in a context of increasing population and growing demand for the lake’s resources. Rising competition between users is putting conservation goals and rural livelihoods at risk. While Uganda’s co-management policy framework is well-developed, key resources for implementation are lacking, enforcement is poor, and the relations between stakeholders are unequal. Poor rural resource users face significant challenges to effectively participate in fisheries decision-making. This case study demonstrates the progress that can be made using a collaborative approach to catalyze community-led actions linking public health, sanitation and environmental conservation in difficult circumstances, even over a relatively short time period. Multistakeholder dialogue can bring to light the sources of conflict, pinpoint governance challenges, and identify opportunities for institutional collaboration to address community needs. At the same time, the process can help build trust, confidence in collective action and public accountability.

Attending water security is an important challenge and a major systemic risk humanity faces in the years to come. This is due to population increase, over-consumption of water, especially in agriculture, climate change and various forms of water pollution. The issue becomes more complicated in transboundary water catchments that cover almost half of the world’s land surface, with about 60% of global river flow and 40% of the world’s population. Also, in many parts of the planet, like Saharan Africa, population depends on groundwater resources located in transboundary aquifer systems. These facts illustrate the importance of the book's subject, which is the governance of transboundary waters, both surface and groundwater. The book is written by two distinguished scientists, who, having worked in various international institutions, like UNESCO, GEF, UNEP and at the European Commission, have both an extended expertise on how to bridge the gap between science and political decision-making, which is the main factor for an effective governance of water resources. What is new in the book is the integrated analysis of transboundary governance of both surface water and groundwater, as it occurs in reality. In current literature, groundwater is still often missing for the benefit of surface water or, on the contrary, it is treated separately from surface water. The overall goal of the Collaborative Program on ‘Investments in Agricultural Water Management in Sub-Saharan Africa’ is to contribute to broad-based sustainable poverty reduction and smallholder agricultural growth. The component on ‘Poverty considerations in investments in agricultural water management’ focuses in more detail on poverty and gender dimensions. It consists of two parts. The first part is thematic and elaborates poverty and gender issues emerging from the literature that complement the other components of the Collaborative Program. Part two is empirical. Acknowledging the lack of empirical data on poverty impacts of investments in agricultural water management, the Collaborative Program initiated case studies throughout Sub-Saharan Africa. Eight case studies on ‘Agricultural Water Development for Poverty Reduction in Eastern and Southern Africa’, for which the field research was conducted in 2003/2004, were supported by IFAD (Peacock,2005). Further, the African Development Bank supported three case studies in West Africa in 2004, two by Kamara et al. (2004), and one by Babatunde Omilola (2005). Part two synthesizes the empirical findings of these case studies.

Old forms of governance in both public and private sectors are becoming increasingly irrelevant because of rapidly changing conditions. Because of these changes, both governance processes and the scope of the institutions through which power is exercised throughout society may have to undergo a radical break with the past and prevailing models of governance. Water sector is an integral part of the global system. Consequently, its governance processes and the institutions responsible for its management must change as well in order to cope with the current challenges and potential future changes. Because of these current and future changes, water governance may have to change more during the next 20 years compared to the past 2000 years, if societal expectations are to be successfully met. All these changes will make water governance more complex than ever before witnessed in human history. Improving water governance will require good and objective analyses of case studies from different parts of the world as to what has worked, why and the enabling environments under which good governance has been possible. The present volume analyses case studies of good water governance from different parts of the world, and for different water use sectors. It concludes with an analysis of the critical issues that should be considered for water governance and a priority research agenda for improving water governance in the future. This book was published as a special issue of the International Journal of Water Resources Development.
