The Force of Domesticity offers fresh perspectives on the complex linkages of gender and globalization that connect the world today. In 2004, the US State Department declared Filipina hostesses in Japan the largest group of sex trafficked persons in the world. Since receiving this global attention, the number of hostesses entering Japan has dropped by nearly 90 percent. To some, this might suggest a victory for the global anti-trafficking campaign, but Rhacel Parreñas counters that this drastic decline—which stripped thousands of migrants of their livelihoods—is a setback. Parreñas worked alongside hostesses in a working-class club in Tokyo’s red-light district, serving drinks and entertaining her customers. Migrant women are the primary source of paid domestic labor around the world. Since the 1980s, the newly prosperous countries of East Asia have recruited foreign household workers at a rapidly increasing rate. Many come from the Philippines and Indonesia. Pei-Chia Lan interviewed and spent time with dozens of Filipina and Indonesian domestics working in and around Taipei as well as many of their Taiwanese employers. On the basis of the vivid ethnographic detail she collected, Lan provides a nuanced look at how boundaries between worker and employer are maintained and negotiated in private households. She also sheds light on the fate of the workers, “global Cinderellas” who seek an escape from poverty at home only to find themselves treated as disposable labor abroad. Lan demonstrates how economic disparities, immigration policies, race, ethnicity, and gender intersect in the relationship between the migrant workers and their Taiwanese employers. The employers are eager to flex their recently acquired financial muscle; many are first-generation career women as well as first-generation employers. The domestics are recruited from abroad as contract and “guest” workers; restrictive immigration policies prohibit them from seeking permanent residence or transferring from one employer to another. They care for Taiwanese families’ children, often having left their own behind. Throughout Global Cinderellas, Lan pays particular attention to how the women she studied identify themselves in relation to “others”—whether they be of different classes, nationalities, ethnicities, or education levels. In so doing, she offers a framework for thinking about how migrant workers and their employers understand themselves in the midst of dynamic transnational labor flows.

If we are to end the exploitation of people, we first need to understand the actual experiences of migrants, not rest on global policy statements. Globalization is not new, nor is it a policy, it’s a process that has existed as long as man looked over the horizon, travelled and traded. It can’t be stopped but it can be slowed. It came to a grinding halt in August 1914 and the Marxist detour cost millions of lives and lost three generations their opportunity and hope in many countries. More wealth has been created in the past 60 years than in all of history. After the most successful decade of sustained economic growth in history, this progress is threatened. Extreme inequality, corruption and environmental degradation threaten the stability and legitimacy of many developing countries’ regimes. Anti-globalization and anti-capitalist campaigners’ confidence has been emboldened due to the present economic crisis. Protectionist rhetoric is growing as are the arguments to control and regulate markets. Leaders are meeting to discuss how to face these problems and create a new international architecture. How did we get to this position? What should we do? What is it that determines why some contemporary states are successful while others have failed?
