Global commons are domains that fall outside the direct jurisdiction of sovereign states - the high seas, air, space, and most recently man-made cyberspace - and thus should be usable by anyone. These domains, even if outside the direct responsibility and governance of sovereign entities, are of crucial interest for the contemporary world order. This book elaborates a practice-based approach to the global commons and flows to examine critically the evolving geopolitical strategy and vision of United States. The study starts with the observation that the nature of US power is evolving increasingly towards the recognition that command over the flows of global interdependence is a central dimension of national power. The study then highlights the emerging security and governance of these flows. In this context, the flows and the underlying global critical infrastructure are emerging as objects of high-level strategic importance. The new millennium has brought with it an ever-expanding range of threats to global security: from cyber attacks to blue-water piracy to provocative missile tests. Now, more than ever then, national security and prosperity depend on the safekeeping of a global system of mutually supporting networks of commerce, communication, and governance. The global commons—outer space, international waters, international airspace, and cyberspace—are assets outside of national jurisdiction that serve as essential conduits for these networks, facilitating the free flow of trade, finance, information, people, and technology. There are currently real pressures on U.S. ground forces to define their contingency future. For example, there is a perceived decline in plausible conventional warfighting scenarios, and many see maintaining large standing ground capabilities solely as a hedge against uncertainty as cost-prohibitive in an era of declining resources. As U.S. officials will undoubtedly want to consider the widest possible range of military options in the event of future crises, this study endeavors to identify ground force options that are most important to the security of core U.S. interests in two key regions of the world: the Middle East and South Asia; and the Asia Pacific. It is meant to help the Department of Defense define future challenges risk as it relates to ground forces and identify and classify specific qualitative risks that could undermine future operational success. While the study focuses on U.S. Central Command (USCENTCOM) and U.S. Pacific Command (USPACOM), its findings are likely relevant worldwide.
