While white residents of antebellum Boston and New Haven forcefully opposed the education of black residents, their counterparts in slaveholding Baltimore did little to resist the establishment of African American schools. Such discrepancies, Hilary Moss argues, suggest that white opposition to black education was not a foregone conclusion. Through the comparative lenses of these three cities, she shows why opposition erupted where it did across the United States during the same period that gave rise to public education. As common schooling emerged in the 1830s, providing white children of all classes and ethnicities with the opportunity to become full-fledged citizens, it redefined citizenship as synonymous with whiteness. Deanna Gillespie traces the history of the Citizenship Education Program (CEP), a grassroots initiative that taught people to read and write in preparation for literacy tests required for voter registration—a profoundly powerful objective in the Jim Crow South. Born in 1957 as a result of discussions between community activist Esau Jenkins, schoolteacher Septima Clark, and Highlander Folk School director Myles Horton, the CEP became a part of the Southern Christian Leadership Conference in 1961. The teachers, mostly Black women, gathered friends and neighbors in living rooms, churches, beauty salons, and community centers. Through the work of the CEP, literate Black men and women were able to gather their own information, determine fair compensation for a day’s work, and register formal complaints. Drawing on teachers’ reports and correspondence, oral history interviews, and papers from a variety of civil rights organizations, Gillespie follows the growth of the CEP from its beginnings in the South Carolina Sea Islands to southeastern Georgia, the Mississippi Delta, and Alabama’s Black Belt. This book is a comparative history that explores the social, cultural, and political formation of the modern nation through the construction of public schooling. It asks how modern school systems arose in a variety of different republics and non-republics across four continents during the period from the late eighteenth century to the early twentieth century. The authors begin with the republican preoccupation with civic virtue – the need to overcome self-interest in order to take up the common interest – which requires a form of education that can produce individuals who are capable of self-guided rational action for the public good. They then ask how these educational preoccupations led to the emergence of modern school systems in a disparate array of national contexts, even those that were not republican. By examining historical changes in republicanism across time and space, the authors explore central epistemologies that connect the modern individual to community and citizenship through the medium of schooling. Ideas of the individual were reformulated in the nineteenth century in reaction to new ideas about justice, social order, and progress, and the organization and pedagogy of the school turned these changes into a way to transform the self into the citizen.

The United States is in the midst of historic experiments with publicly funded choice in K-12 education, experiments that recently received a "green light" from the Supreme Court. Other nations have long experience with the funding and regulation of nonpublic schools, including religious schools. This book asks what U.S. policymakers, public officials, and citizens can learn from these experiences. In particular, how do other countries regulate or structure publicly funded educational choice with an eye toward civic values —looking not only for improvements in test scores, but also in tolerance, civic cohesion, and democratic values such as integration across the lines of class, religion, and race? The experience of Europe and Canada with school choice is both extensive and varied. In England and Wales, public school choice is widespread, as parents play a significant role in selecting the school their children will attend. In the Netherlands and much of Belgium, a majority of students attend religious schools at government expense.
