The documented threat assessments addressed here by Dr. Stephen Blank are clearly the culmination to date of a long-standing process by which the Russian military and government have forsaken the optimistic Westernizing postures and visions of the initial post-Soviet years and returned in many respects to assessments and demands for specific policies that evoke the Soviet mentality and period. The armed forces and the government have adopted a viewpoint that magnifies both the internal and external threats to Russia that they perceive and regard those threats as growing in number and saliency. This viewpoint is fundamentally at odds with both the post-1985 Soviet and Russian perspective and with Western perspectives on international security. In adopting this heightened sense of threat, the armed forces may well have been guided as much by interests urging higher defense spending and greater visibility for the General Staff and armed forces in the framing of Russian security policy. To the extent that official policy statements accept that assessment, they reflect trends in both internal and external policy that are inimical to notions of democratic reform and stability at home and partnership with the West abroad. Needless to say, such perspectives also make it harder for the overstressed economy, society, and polity to provide genuine security for Russia in a dynamic international context. The future course of Russian security policy is one of the most important and difficult questions in contemporary international affairs. Moscow's use of its military abroad in recent years has radically reshaped perceptions of Russia as an international actor. With the 2014 annexation of Crimea, the invasion of eastern Ukraine and sustainment of an insurgency there, and (in particular) the 2015 intervention in Syria, Russia repeatedly surprised U.S. policymakers with its willingness and ability to use its military to achieve its foreign policy objectives. Despite Russia's relatively small global economic footprint, it has engaged in more interventions than any other U.S. competitor since the end of the Cold War. In this report, the authors assess when, where, and why Russia conducts military interventions by analyzing the 25 interventions that Russia has undertaken since 1991, including detailed case studies of the 2008 Russia-Georgia War and Moscow's involvement in the ongoing Syrian civil war. The authors suggest that Russia is most likely to intervene to prevent erosion of its influence in its neighborhood, particularly following a shock that portends such an erosion occurring rapidly. If there were to be a regime change in a core Russian regional ally, such as Belarus or Armenia, that brought to power a government hostile to Moscow's interests, it is possible (if not likely) that a military intervention could ensue.

Elite forces need elite vehicles. As Vladimir Putin has devoted effort and funds into modernising Russia's armed forces and turning them into an instrument geared not just for defending the Motherland but also projecting power beyond its borders, Russia has seen a growing emphasis on special and specialist forces. Traditionally, the elite Spetsnaz commandos had to make do with regular vehicles or civilian-based 'technicals', not least to conceal their presence (or, indeed, very existence). Now, increasingly at the forefront of Russian power projection, the Spetsnaz are acquiring more capable, versatile vehicles, such as the paratroopers' BTR-D personnel carrier, and also experimenting with exotic, specialist new acquisitions, such as the Chaborz M-3 buggy and Yamaha Grizzly all-terrain vehicle. The other elite branches of Russia's forces, such as the Arctic-warfare troops of the 200th Independent Motor Rifle Brigade, the paratroopers of the Air Assault Troops (VDV), the Naval Infantry, and the elite units of the security forces are also developing and fielding new vehicles for their specialist roles, from combat snowmobiles to urban-warfare vehicles. From highly-mobile LMVs able to operate in the deserts of Syria or the streets of Ukraine, through dedicated fire-support vehicles such as the air-droppable Sprut-SD or the massive BMPT 'Terminator', to amphibious tanks and drone-equipped security trucks, these are the workhorses of Russia's special forces.
