The naval leader has taken centre stage in traditional naval histories. However, while the historical narrative has been fairly consistent the development of various navies has been accompanied by assumptions, challenges and competing visions of the social characteristics of naval leaders and of their function. Whilst leadership has been a constant theme in historical studies, it has not been scrutinised as a phenomenon in its own right. This book examines the critical period in Europe between 1700 -1850, when political, economic and cultural shifts were bringing about a new understanding of the individual and of society. 'Naval tradition? Naval tradition? Monstrous. Nothing but rum, sodomy, prayers and the lash.' This quotation, from Winston Churchill, is frequently dismissed as apocryphal or a jest, but, interestingly, all four of the areas of naval life singled out in it were ones that were subject to major reform initiatives while Churchill was in charge of the Royal Navy between October 1911 and May 1915. During this period, not only were there major improvements in pay and conditions for sailors, but detailed consideration was also given to the future of the spirit ration; to the punishing and eradicating of homosexual practices; to the spiritual concerns of the fleet; and to the regime of corporal punishment that underpinned naval discipline for boy sailors. In short, under Churchill, the Royal Navy introduced a social reform programme perfectly encapsulated in this elegant quip. And, yet, not only has no one studied it; many people do not even know that such a programme even existed. This book rectifies that. It shows that Churchill was not just a major architect of welfare reform as President of the Board of Trade and as Home Secretary, but that he continued to push a radical social agenda while running the Navy.

By any standards Mick Stoke’s experiences in the Royal Navy during the Second World War were remarkable. Aged nineteen, he was ‘Mentioned in Despatches’ and awarded the Distinguished Service Cross for his courage during incessant bombing during the Siege of Tobruk. He survived multiple torpedo attacks, firstly serving on the cruiser Glasgow, which was hit twice; on the battleship Queen Elizabeth at sea and blown up by human torpedoes at Alexandria; and on HMS Hardy, struck in January 1944, while escorting Russian Arctic Convoy JW56B. In 1942, he was serving on HMS Carlisle during the fiercely fought Malta convoys and took part in the Battle of Sirte. Later that year he was awarded the MBE ‘for outstanding bravery, resource and devotion to duty during very heavy bombing’ at the port of Bone during Operation TORCH. He went on to serve at D-Day and later in the Pacific on HMS Rajah. It is a privilege to read Mick Stoke’s graphic and modest memoir. Readers will appreciate and understand how he became ‘The Most Highly Decorated Paymaster Midshipman in the Royal Navy’.

After World War I, the U.S. Navy’s brief alliance with the British Royal Navy gave way to disagreements over disarmament, fleet size, interpretations of freedom of the seas, and general economic competition. This go-it-alone approach lasted until the next world war, when the U.S. Navy found itself fighting alongside the British, Canadian, Australian, and other Allied navies until the surrender of Germany and Japan. In The U.S. Navy and Its Cold War Alliances, 1945–1953, Corbin Williamson explores the transformation this cooperation brought about in the U.S. Navy’s engagement with other naval forces during the Cold War. Like the onetime looming danger of Nazi Germany and Imperial Japan, growing concerns about the Soviet naval threat drew the U.S. Navy into tight relations with the British, Canadian, and Australian navies. The U.S. Navy and Its Cold War Alliances, 1945–1953, brings to light the navy-to-navy links that political concerns have kept out of the public sphere: a web of informal connections that included personnel exchanges, standardization efforts in equipment and doctrine, combined training and education, and joint planning for a war with the Soviets. Using a “history from the middle” approach, Corbin Williamson draws upon the archives of all four nations, including documents only recently declassified, to analyze the actions of midlevel officials and officers who managed and maintained these alliances on a day-to-day basis.
