Rivals in the Gulf: Yusuf al-Qaradawi, Abdullah Bin Bayyah, and the Qatar-UAE Contest Over the Arab Spring and the Gulf Crisis details the relationships between the Egyptian Shaykh Yusuf al-Qaradawi and the Al Thani royal family in Qatar, and between the Mauritanian Shaykh Abdullah Bin Bayyah and the Al Nahyans, the rulers of Abu Dhabi and senior royal family in the United Arab Emirates. These relationships stretch back decades, to the early 1960s and 1970s respectively. Using this history as a foundation, the book examines the connections between Qaradawi’s and Bin Bayyah’s rival projects and the development of Qatar’s and the UAE’s competing state-brands and foreign policies. It raises questions about how to theorize the relationships between the Muslim scholarly-elite (the ulamā) and the nation-state. Over the course of the Arab Spring and the Gulf Crisis, Qaradawi and Bin Bayyah shaped the Al Thani’s and Al Nahyan’s competing ideologies in important ways. Offering new ways for academics to think about Doha and Abu Dhabi as hegemonic centers of Islamic scholarly authority alongside historical centers of learning such as Cairo, Medina, or Qom, this book will appeal to those with an interest in modern Islamic authority, the ulamā, Gulf politics, as well as the Arab Spring and its aftermath.

The question of what causes war has concerned statesmen since the time of Thucydides. The Steps to War utilizes new data on militarized interstate disputes from 1816 to 2001 to identify the factors that increase the probability that a crisis will escalate to war. In this book, Paul Senese and John Vasquez test one of the major behavioral explanations of war--the steps to war--by identifying the various factors that put two states at risk for war. Focusing on the era of classic international politics from 1816 to 1945, the Cold War, and the post-Cold War period, they look at the roles of territorial disputes, alliances, rivalry, and arms races and show how the likelihood of war increases significantly as these risk factors are combined. Senese and Vasquez argue that war is more likely in the presence of these factors because they increase threat perception and put both sides into a security dilemma. The Steps to War calls into question certain prevailing realist beliefs, like peace through strength, demonstrating how threatening to use force and engaging in power politics is more likely to lead to war than to peace.

Rivalries are a fundamental aspect of all international interactions. The concept of rivalry suggests that historic animosity may be the most fundamental variable in explaining and understanding why states commit international violence against each other. By understanding the historic factors behind the emergence of rivalry, the strategies employed by states to deal with potential threats, and the issues endemic to enemies, this book seeks to understand and predict why states become rivals. The recent increase in the quantitative study of rivalry has largely identified who the rivals are, but not how they form and escalate. Questions about the escalation of rivalry are important if we are to understand the nature of conflictual interactions. This volume, based on both European and Ottoman sources, investigates the commercial, military and diplomatic relations between the Dutch and the English in the Levant from the early seventeenth to the early nineteenth century. On the one hand there was a more or less constant commercial rivalry and there were moments of outright military hostility between the two powers. On the other a common life in the Near East led to a form of solidarity which transcended the political situation in the home countries. The role of the local population of the Levant, of Ottoman officials, and of the Greeks, Armenians and other eastern Christians who intervened both as merchants and as embassy dragomans or interpreters, was often decisive in influencing the dealings between the Dutch and English residents. The nine papers examine these different aspects of a relationship which has never before been studied in a Levantine context.
