Der Krebsatlas entstand aus dem Versuch einer einheitlichen Darstellung der Krebsmortalität in der Bundesrepublik und in den Bundesländern, womit zwei Ziele verfolgt wurden: Einmal sollte eine Übersicht gewonnen werden, in welchen Gegenden der Bundesrepublik sich Unterschiede des Spektrums an Krebskrank heiten erkennen lassen und in welche Richtung sich eine epide miologische Forschung - bei den augenblicklich begrenzten Ressourcen - hinsichtlich der Umweltrisikoforschung vorrangig orientieren sollte. Daß für sinnvolle Analysen mit epidemiologischen Methoden ein direkter Bevölkerungsbezug und darüber hinaus eine sehr viel differenziertere Auswertung von deskriptiven Daten notwendig würden, war dabei von vornherein klar. Die Bemühungen um die kreisweise aufgeschlüsselten Daten, die seit 1975 von allen Statistischen Landesämtern angefordert wurden, ergaben jedoch ein so schlechtes Resultat (nur drei von elf Landesämtern sahen sich in der Lage, die Sterblichkeits-Urdaten auf Magnetband zur Verfügung zu stellen), daß zunächst die Analyse von Aggregatda ten nach ganzen Bundesländern vorgenommen wurde. Das zweite Ziel der Publikation dieses Resultates der Analyse soll daher sein, Hinweise auf die "Problemgebiete" zu geben, die sich bereits in den vorliegenden Karten andeuten. Damit sollte sowohl mehr Interesse als auch stärkere und vor allem verständnisvollere Unterstützung bei dem Vorhaben gewonnen werden, die mit viel Intensität und bundesweit vergleichbar erhobenen Daten für die Forschung nutzbar zu machen.

The paper discusses key findings of the Fourth Review Under the Poverty Reduction and Growth Facility (PRGF) for the Kyrgyz Republic. Output is rebounding and inflation remains subdued. However, most end-December 2006 and end-March 2007 structural benchmarks have been missed, partly because of political tensions that slowed the legislature. The 2007 program, which targets 61⁄2 percent output growth and 5 percent inflation, caps the fiscal deficit at 3.1 percent of GDP and maintains a prudent monetary policy. The government plans to implement delayed structural measures under the program, and strengthen external debt management.

The birth of the Second Spanish Republic in April 1931 ushered in a period of possible secularisation to Spain. Liberals welcomed legal changes, while conservatives feared the special 'privileges' they enjoyed would end. The Catholic Church remained a central focus of left-wing antagonism and right-wing allegiances, and conflicts surrounding the future of religion grew severe. While members of the Spanish Catholic hierarchy had clearly supported the right and disdained the left, the actions and opinions of the Vatican and its hierarchy stationed in Spain were much more nuanced. Similarly, when conservative military action plunged Spain into a Civil War in July 1936, the majority of the Spanish Catholic hierarchy openly supported their victory, but the highest levels of the Vatican remained silent. This book explores the unique position and specialised reactions of the Vatican concerning the Second Republic and Civil War. For the Holy See, the conflict in Spain was not an isolated event at the edge of the continent, but part of a larger narrative of ideological and political tension swirling across Europe. Any public statement by the Vatican concerning the Spanish Republic or Civil War could be misconstrued as support for one side or another, and threaten the Church. True, the Vatican often remained silent -- and some have suggested this supports the conclusion that the Church worked for Franco -- but by accessing previously unavailable sources directly from the Vatican, this book can help to clarify the difficult options that awaited the Holy See during this disastrous period. This paper presents 2019 Article IV Consultation with the Republic of Moldova and its Sixth Reviews Under the Extended Credit Facility and Extended Fund Facility Arrangements. Moldova’s economic growth remained solid in the first three quarters of 2019, with output expanding nearly 5 percent, supported by strong domestic demand. The three-year program has been broadly successful in achieving its objectives. Comprehensive reforms have rehabilitated the banking system and strengthened financial sector governance, entrenching macrofinancial stability. Prudent and well-coordinated policies are needed to safeguard the progress achieved. Decisive governance and institutional reforms are necessary for faster, sustainable, and inclusive growth. Safeguarding central bank independence is a priority. The inflation-targeting (IT) regime remains appropriate, but additional efforts are needed to improve policy credibility, promote exchange rate flexibility, and disincentivize foreign currency intermediation. Widespread governance and institutional vulnerabilities are major impediments to accelerating income convergence. Addressing these could have significant growth dividends through faster capital accumulation, reduced labor and human capital headwinds from emigration, and higher productivity.
