Why are some regions prone to war while others remain at peace? What conditions cause regions to move from peace to war and vice versa? This book offers a novel theoretical explanation for the differences in levels of and transitions between war and peace. The author distinguishes between "hot" and "cold" outcomes, depending on intensity of the war or the peace, and then uses three key concepts (state, nation, and the international system) to argue that it is the specific balance between states and nations in different regions that determines the hot or warm outcomes: the lower the balance, the higher the war proneness of the region, while the higher the balance, the warmer the peace. The international systematic factors, for their part, affect only the cold outcomes of cold war and cold peace. The theory of regional war and peace developed in this book is examined through case-studies of the post-1945 Middle East, the Balkans and South America in the nineteenth and twentieth centuries, and post-1945 Western Europe. It uses comparative data from all regions and concludes by proposing ideas on how to promote peace in war-torn regions.

This book provides the first detailed analysis of international rivalries, the long-standing and often violent confrontations between the same pairs of states. The book addresses conceptual components of rivalries and explores the origins, dynamics, and termination of the most dangerous form of rivalry--enduring rivalry--since 1816. Paul Diehl and Gary Goertz identify 1166 rivalries since 1816. They label sixty-three of those as enduring rivalries. These include the competitions between the United States and Soviet Union, India and Pakistan, and Israel and her Arab neighbors. The authors explain how rivalries form, evolve, and end. The first part of the book deals with how to conceptualize and measure rivalries and presents empirical patterns among rivalries in the period 1816-1992. The concepts derived from the study of rivalries are then used to reexamine two central pieces of international relations research, namely deterrence and "democratic peace" studies. The second half of the book builds an explanation of enduring rivalries based on a theory adapted from evolutionary biology, "punctuated equilibrium." The study of international rivalries has become one of the centerpieces of behavioral research on international conflict. This volume examines mechanisms for regional peacemaking and conflict management in Europe and the Middle East. To date little research has been devoted to uncovering the conditions for peace, and the factors that contribute to stabilizing the state of peace. This volume assesses the factors that contribute to regional pacification, the incentives that motivate states in establishing peaceful relations, and most importantly, how regions become peaceful. This book analyses the new and difficult roles of regional organizations in peacemaking after the end of the Cold War and how they relate to the United Nations (UN). Regional organizations have taken an increasingly prominent role in international efforts to deal with international security. The book highlights the complex interaction between the regional and sub-regional organizations, on the one hand, and their relations with the United Nations, on the other. Thus, the general issues of UN and its authority are scrutinized from legal, practical and geopolitical perspectives.
