This publication contains twelve modules which cover a selection of major reform measures in agricultural extension being promulgated and implemented internationally, such as linking farmers to markets, making advisory services more demand-driven, promoting pluralistic advisory systems, and enhancing the role of advisory services within agricultural innovation systems. The reform issues consider the changing roles of the various public, private and non-governmental providers, and highlights the collaboration required to create synergies for more efficient and effective high quality services responding to the needs and demands of smallholder farmers. The modules draw on reform experiences worldwide and provide an introduction, definitions and a discussion for each specific reform measure, as well as case studies, tools, exercises and a reference list. The reform topics are envisaged for policy-makers, management and senior staff of institutions providing agricultural and rural advisory services. It can also be very useful for students studying agriculture, rural development, and extension in particular. This is a substantially updated version of the 2009 publication of the same title, but with only nine modules. These nine modules were restructured and up-dated, and three modules were added. The layout of the modules changed to allow a better overview for the reader.

The substantial differences in agricultural productivity between Asia and Africa can be largely explained by differences in use of modern inputs. The evidence suggests that better access to infrastructure (such as roads and irrigation) and agricultural services has given Asian farmers significantly better access to modern inputs, while Sub-Saharan African farmers without such an access are not able to fully exploit the benefits of modern agricultural inputs. This brief discusses the relationship between agricultural service provision and modern input use by farmers in Nigeria, with a focus on the differences among states and local government areas (LGA).

In 2009, Ghana began pursuing the devolution of functions and responsibilities from the central government to the country’s 216 Metropolitan, Municipal, and District Assemblies (MMDAs). Agriculture was among one of the first sectors to be devolved, a process that became effective in 2012. This paper analyzes how this transition has proceeded, with a focus on the implications for agricultural civil servants within the MMDAs, accountability to citizens, and agricultural expenditures. Empirically, the paper draws on a survey of 960 rural households, 80 District Directors of Agriculture (DDAs), district level budget data from 2012 to 2016, and semi-structured interviews with a range of national and local government stakeholders.
