Excerpt from Public Administration in Agricultural Development: Report on a Special Course, Sponsored by United States Department of Agriculture in Cooperation With Agency for International Development and University of Wisconsin, June 18-July 20, 1962 This special short course, Public Administration in Agricultural Develop ment, was developed to help agricultural administrators of foreign govern ments increase their capacities for efficient administration. In the course of providing an opportunity to individuals of other countries to study American agriculture, it became apparent that the limiting factors in their agricultural development included administrative problems as well as technical ones. This special program was thus organized to provide training in public administration for certain officials. The visiting officials selected for participation were ones with substantial administrative responsibilities in their governments. The broad objective of this program was to develop in participants an appreciation of the value and importance of public administration and how this function is applied in agricultural development. The focus was on the job of the administrator, demands and requirements, the administrator's role in policy formation and decision-making, and skills and ways to improve administrative performance.
