Recent reports issued by the U.S. Advisory Board on Child Abuse and Neglect highlighted the scope of the problem of abuse and neglect in the United States; according to the 1995 report, five children die every day from child abuse. However, research from the Centers for Disease Control suggests that these statistics for fatal child abuse are likely lower than the actual incidence due to misclassification of many child deaths. Historically, psychologists have been active in several aspects of the national agenda for protection of children, but probably none more so than the contribution of new knowledge through research. However, prior to 1991, there was no organized group of professionals who were designated to evaluate the state of our psychological knowledge base in child abuse and neglect, and to identify existing gaps in knowledge. The American Psychological Association (APA) Coordinating Committee on Child Abuse and Neglect grew out of just such a need. This supplement's articles are based on comprehensive reports of the Coordinating Committee and its working groups. These reports provide a synthesis of the current empirical research and knowledge base on prevention of maltreatment; treatment of the children who have been abused or neglected, as well as the perpetrators; legal issues related to child abuse and neglect; and recommendations for the education and training of psychologists. More specifically, major discussions include: the positive and negative aspects of reporting child abuse; the emotional effects of legal involvement; children as witnesses and the accuracy of their testimony; preparing children for the legal process; the roles of psychologists; and specific ways in which the APA can promote the education of both the public and mental health practitioners. The articles in this supplement provide an overview of the state of our knowledge about prevention, treatment, and legal issues, but also remind us that there is a great need for more research.

Each year, child protective services receive reports of child abuse and neglect involving six million children, and many more go unreported. The long-term human and fiscal consequences of child abuse and neglect are not relegated to the victims themselves -- they also impact their families, future relationships, and society. In 1993, the National Research Council (NRC) issued the report, Under-standing Child Abuse and Neglect, which provided an overview of the research on child abuse and neglect. New Directions in Child Abuse and Neglect Research updates the 1993 report and provides new recommendations to respond to this public health challenge. According to this report, while there has been great progress in child abuse and neglect research, a coordinated, national research infrastructure with high-level federal support needs to be established and implemented immediately. New Directions in Child Abuse and Neglect Research recommends an actionable framework to guide and support future child abuse and neglect research. This report calls for a comprehensive, multidisciplinary approach to child abuse and neglect research that examines factors related to both children and adults across physical, mental, and behavioral health domains--including those in child welfare, economic support, criminal justice, education, and health care systems--and assesses the needs of a variety of subpopulations. It should also clarify the causal pathways related to child abuse and neglect and, more importantly, assess efforts to interrupt these pathways. New Directions in Child Abuse and Neglect Research identifies four areas to look to in developing a coordinated research enterprise: a national strategic plan, a national surveillance system, a new generation of researchers, and changes in the federal and state programmatic and policy response.

The details of the history of child advocacy have been vividly described in an article by Takanishi (1978). In reviewing her work and that of others, four historical phases in child advocacy can be identified: 1. The first period was the evolution of the concept of childhood as a distinct and separate developmental stage. Aries (1962) has described how the concept of childhood as a period different from adulthood did not evolve philosophically until the sixteenth century. It was only after that time, through the influence of Rousseau and other philosophers, that childhood was seen, at first romantically, and later more realistically, as a special time for growth and learning, with unique styles and mechanisms. 2. It was not until the nineteenth century, however, with the rapid rise that a formal effort was made to of science and major socioeconomic changes identify and try to meet children's needs. A number of organizations specifi cally devoted to children arose and attempts to help children in ways consis tent with the developing knowledge became a major social issue. Initially, the interest was in children's health with infant mortality, child labor, and safety as paramount issues. Although socioeconomic factors initiated the change (children's labor was no longer economically necessary), a basic humanistic philosophy underlay this phase. Major dedication to alleviating the pain and injury done to children who were helpless to defend themselves and who were being deprived of opportunities for growth became the goal.
