This dissertation takes up the concept of public goods as a hermeneutical thread with which to explore the theory and history of political economy. Situated at the intersection between political philosophy and the history of modern economic thought, this dissertation examines the following main research question: what is the role and potential of public goods to foster rather than disable individual and collective agency in politics and social life? In response to this question, the dissertation articulates the primacy of public goods in two senses: first, since plural public goods constitute the indispensable infrastructure of social life and human relationships, they have primacy over both private and common modes of providing and enjoying goods. Second, since they rely on governmental coordination and compulsion in inescapable and ineluctable relationships of political authority, public goods also have primacy over the common good in its monist conception.

This edited collection proposes a common good approach to development theory and practice. Rather than focusing on the outcomes or conditions of development, the contributors concentrate on the quality of development processes, suggesting that a common good dynamic is key in order to trigger development. Resulting from more than three years of research by an international group of over fifty scholars, the volume advocates for a modern understanding of the common good—rather than a theological or metaphysical good—in societies by emphasising the social practice of ‘commoning’ at its core. It suggests that the dynamic equilibrium of common goods in a society should be at the centre of development efforts. For this purpose, it develops a matrix of common good dynamics, accounting for how institutions, social norms and common practices interconnect by identifying five key drivers not only of development, but human development (agency, governance, justice, stability, humanity). Based on this matrix, the contributors suggest a possible metric for measuring the quality of these dynamics. The last section of the book highlights the possibilities enabled by this approach through a series of case studies. The concept of the common good has recently enjoyed a revival and inspired practitioners keen to look beyond the shortcomings of political and economic liberalism. This book builds on those efforts to think beyond the agenda of twentieth-century development policies, and will be of interest to those working in the fields of development, economics, sociology, philosophy and political science.

"This book pursues two goals in the context of resurgence of interest in "the common good" as a topic in political philosophy and Christian ethics. The first goal is the clarification of the notion of common good, elaborating it through the three lenses of Aristotelian practical philosophy, twentieth century Catholic Social Thought, and political liberalism. The second goal is to make the case that the espousal of the common good does not entail a rejection of liberalism, but that a commitment to liberal politics is compatible with faithful adherence to the Catholic tradition. The first goal is warranted by the fact that many authors such as Michael Sandel who invoke "the common good" do not explain the concept. The second is necessitated by the tendency among many contemporary Catholic authors to polarize liberalism and the common good, presenting readers with a stark choice. Instead of exacerbating divisions this book explores what is common, even where there is difference and division. The Second Vatican Council's Gaudium et spes invites all to a dialogue about the common good as the set of economic, political, legal, and cultural conditions for the flourishing of human beings, whether as individuals or as communities. The challenge of dialogue is taken up through the three lenses, identifying a heuristic concept of the common good, along with two criteria for its application. First, no systematic exclusion of any person or group, and second, no systematic exclusion of any genuine dimension of the human good. These criteria have their counterparts in the principles of solidarity and subsidiarity. They prove their usefulness in discussion of democracy, human rights, and religious liberty, accepting a political liberalism that can facilitate the collaboration in political life by exponents of many different worldviews and religious doctrines"--
