Although the relationship between home and school has changed dramatically over the decades, William Cutler's fascinating history argues that it has always been a political one, and his book uncovers for the first time how and why the balance of power has shifted over time. Starting with parental dominance in the mid-nineteenth century, Cutler chronicles how schools' growing bureaucratization and professionalization allowed educators to gain increasing control over the schooling and lives of the children they taught. Their presence can bring long-needed material resources to such schools, but, as Linn Posey-Maddox shows in this study, it can also introduce new class and race tensions, and even exacerbate inequalities. Sensitively navigating the pros and cons of middle-class transformation, When Middle-Class Parents Choose Urban Schools asks whether it is possible for our urban public schools to have both financial security and equitable diversity. Drawing on in-depth research at an urban elementary school, Posey-Maddox examines parents’ efforts to support the school through their outreach, marketing, and volunteerism. She shows that when middle-class parents engage in urban school communities, they can bring a host of positive benefits, including new educational opportunities and greater diversity. But their involvement can also unintentionally marginalize less-affluent parents and diminish low-income students’ access to the improving schools. In response, Posey-Maddox argues that school reform efforts, which usually equate improvement with rising test scores and increased enrollment, need to have more equity-focused policies in place to ensure that low-income families also benefit from—and participate in—school change.

These hearings transcripts present testimony regarding parents' and schools' roles in teaching values to school age children, the federal funds involved in values education, and the remedies available to parents who may object to or be offended by some of the topics taught and the vehicles used to teach these topics. Testimony presented noted that parental involvement is the most important factor in helping children succeed in school. Parents want their children to be taught the basics, but trust in schools is broken when parents are shut out of the process. Schools need to reflect the values of the community. School choice improves schools and reinvolves parents. How people in school treat one another is more important than values programs. Children are moral agents who recognize right from wrong as defined by moral influences, whether from parents, teachers, friends, or television. Additional testimony conveyed parents' disagreement with the content of information conveyed in school programs for sex education and AIDS education, parents' concerns about treatment of homosexual students, and possible misuse of government funds for AIDS education.
