This volume is a collection of selected papers of the Fourth Conference on East Asian and Western Pacific meteorology and climate. It covers remote sensing, atmospheric physics and chemistry, and the impact of aircraft emissions on atmospheric composition, as well as traditional topics like typhoons, rainstorms, monsoons and climate. In July 1989 the first conference in this series took place in Hong Kong. It was run with the innovative bilingual approach, which allowed both Chinese- and English-speaking scientists from various regious of East Asia and across the Pacific to come together, and share and discuss their research. It also proved to be an invaluable networking opportunity leading to a rapid growth of interaction and cooperation among a diverse group of scientists in the decade that followed. The breadth and depth of the presentations at the Fourth Conference was a testimony to the coming of age of this series of conferences, marking the tenth anniversary of an endeavor that had a modest beginning. A practical manual for training and reference use of USAF weather forecasters who will work in the tropics, it covers basic facts of climatology, circulation, synoptic models, analysis and forecasting, application throughout the tropics. A broad survey is made of the literature, evaluated in light of the experience of the author. Physical factors controlling tropical circulations are briefly discussed. The data sources for synoptic purposes are reviewed. Climatology of pressure, winds, temperature, humidity, clouds, rainfall and disturbances is presented in a form specially suitable for forecasters. Analysis and for forecasting of disturbances, cyclones, severe weather, terminal weather, etc., are treated at length. Emphasis is placed on uses of climatology and satellite cloud photos. Over 230 figures adapted from the literature or prepared by the author serve to illustrate all the essential facts and principles discussed. A summary of the state of art and future outlook of tropical meteorology is included.

This report is divided into two parts: Part I includes the design, development, operation, and engineering evaluation of Tiros I; Part II is concerned with the meteorological uses of the television data. The developments leading to the design of the Tiros I meteorological satellite, the technical design and development of the Tiros I spacecraft and its instruments, the details of launch, tracking, and data acquisition, and an engineering evaluation of the satellite system and its instrumentation are described in detail in Chapters 1-7. The uses of the television pictures from Tiros I are discussed in a series of 11 articles (Chapters 8-18) by the staff members of the U.S. Weather Bureau, Meteorological Satellite Laboratories. Methods for using cloud pictures to identify synoptic scale and mesoscale phenomena and limited detection of wind patterns are described in case studies. Appendix A shows some of the basic photogrammetry used to locate geographically the cloud features in the television pictures.
