Since 2009 there has been a fundamental shift in the way that the Pacific Island states engage with regional and world politics. The region has experienced, what Kiribati President Anote Tong has aptly called, a ‘paradigm shift’ in ideas about how Pacific diplomacy should be organised, and on what principles it should operate. "French and Australian collaborative research in the humanities and the social sciences in the South Pacific has grown and intensified significantly over the past two decades, beginning with the international symposium Changing Identities in the Pacific at the Dawn of the Twenty-First Century held at the Australian Embassy in Paris in 1997 ... In April 2006, another French-government sponsored international symposium, AGORA (Ateliers Gouvernance et Recherche Appliquée) was held at IRD (Institut de Recherche pour le Développement), Noumea, New Caledonia, major themes being governance and economic development, again bringing together Francophone and Anglophone scholars from France and the Pacific region. France is a Pacific power, with three territories, a military presence, and extensive investments. Once seen by many as a colonial interloper in the South Pacific, by the early 2000s, after it ended nuclear testing in French Polynesia and negotiated transitional Accords responding to independence demands in New Caledonia, France seems to have become generally accepted as a regional partner, even if its efforts concentrate on its own territories rather than the independent island states. But Frances future in the region has yet to be secured. By 2014 it is to have handed over a set of agreed autonomies to the New Caledonian government, before an independence referendum process begins. Past experience suggests that a final resolution of the status of New Caledonia will be divisive and could lead once again to violent confrontations. In French Polynesia, calls continue for independence and for treatment under UN decolonisation procedures, which France opposes. Other island leaders are watching, so far putting faith in the Noumea Accord, but wary of the final stages. The issues and possible solutions are more complex than the French Pacific island population of 515,000 would suggest. Since its origins in late eighteenth-century European thought, the idea of placing a regional frame around the Pacific islands has never been just an exercise in geographical mapping. This framing has always been a political exercise. Contending regional projects and visions have been part of a political struggle concerning how Pacific islanders should live their lives. Framing the Islands tells the story of this political struggle and its impact on the regional governance of key issues for the Pacific such as regional development, resource management, security, cultural identity, political agency, climate change and nuclear involvement. It tells this story in the context of a changing world order since the colonial period and of changing politics within the post-colonial states of the Pacific. Framing the Islands argues that Pacific regionalism has been politically significant for Pacific island states and societies. It demonstrates the power associated with the regional arena as a valued site for the negotiation of global ideas and processes around development, security and climate change. It also demonstrates the political significance associated with the role of Pacific regionalism as a diplomatic bloc in global affairs, and as a producer of powerful policy norms attached to funded programs. This study also challenges the expectation that Pacific regionalism largely serves hegemonic powers and that small islands states have little diplomatic agency in these contests. Pacific islanders have successfully promoted their own powerful normative framings of Oceania in the face of the attempted hegemonic impositions from outside the region; seen, for example, in the strong commitment to the ‘Blue Pacific continent’ framing as a guiding ideology for the policy work of the Pacific Islands Forum in the face of pressures to become part of Washington’s Indo-Pacific strategy.

Much literature on non-Western traditions celebrates the renaissance of indigenous cultures. Others have been more critical of this renaissance, especially with respect to its political implications. This study analyses the assertion of 'tradition' by indigenous elites, looking especially at the way it is used to differentiate 'the West' from the 'non-West'. This is important to contemporary discussion about the validity of democracy outside the West and problems concerning universalism and relativism. The discussion of Fiji focuses on constitutional development and the traditionalist emphasis on chiefly legitimacy. The rise of the Pro-Democracy Movement in Tonga is considered against the background of a conservative political order that has so far resisted pressure for reform. The move to universal suffrage in Western Samoa is seen not as a rejection of traditional ways in favour of democratic norms, but as a means of preserving important aspects of traditional culture.

This edited volume approaches regionalism as one potential pattern in a changing global order. Since the end of the Cold War, different forms of territorialization have emerged and we are confronted with an increasing number and variety of actors that are establishing regional projects. This volume offers an innovative contribution to the study of this new complexity by exploring constellations of regional actors, spatial scales and imaginations beyond state-centred perspectives as well as on multiple, often overlapping levels. The chapters analyse the emergence, trajectories and outcomes of regionalisms from the perspective of the Global South, specifically concentrating on regional projects in Latin America and Africa, but also in the Asia-Pacific. They attempt to identify the specific conditions and junctures of different forms of region-making in their external (global) and internal (local/national) dimensions. The volume also places special emphasis on interactions, spatial entanglements and comparisons between regionalisms in different parts of the world. By expanding beyond the perspective of North-South transfers, this book seeks to better understand the dynamics and diversity of interregional interactions. This volume will appeal to scholars of global studies, international political economy, international relations, human geography, and development studies, as well as area studies specialists who focus on Latin America and Africa.
