As we reach its 60th anniversary, NATO a security alliance of 28 countries from North America and Europe - remains the principal security instrument of the transatlantic community and the expression of its common democratic values. However, the NATO today is not longer that of 1949. After the collapse of communism and the Soviet Union, NATO had to reinvent itself politically for the initial challenges of the post-Cold War era. In the space of a decade NATO successfully transformed itself from a North American-Western European Alliance focused exclusively on territorial defence into a pan-European institution with new members stretching from the Baltic to the Black Sea. NATO s missions have changed and its structures have been reformed accordingly. It has had to adapt to the changing world and changing threats such as terrorism, the proliferation of weapons of mass destruction, transnational trafficking, piracy, cyber attacks or climate change. As NATO marks sixty years since the establishment of its Science Committee, the main organizational force promoting its science programs, Greening the Alliance is the first book to chart NATO’s scientific patronage—and the motivations behind it—from the organization’s early days to the dawn of the twenty-first century. Hybrid conflicts are characterized by multi-layered efforts to undermine the functioning of the State or polarize society. This book presents results, recommendations and best practices from the NATO Advanced Research Workshop (ARW) "Critical Infrastructure Protection Against Hybrid Warfare Security Related Challenges", held in Stockholm, Sweden, in May 2016. The rise of populism in new democracies, especially in Latin America, has brought renewed urgency to the question of how liberal democracy deals with issues of poverty and inequality. Citizens who feel that democracy failed to improve their economic condition are often vulnerable to the appeal of political leaders with authoritarian tendencies. To counteract this trend, liberal democracies must establish policies that will reduce socioeconomic disparities without violating liberal principles, interfering with economic growth, or ignoring the consensus of the people.
