The National Gender Profile of Agriculture and Rural Livelihoods Cambodia provides findings of an assessment of men’s and women’s roles, gender division of labour and gender gaps, including women’s needs and constraints in the agriculture and rural development sectors in Cambodia. It also presents findings from the assessment of policies and frameworks pertaining to gender equality in agricultural and rural development. The assessment reveals that girls and women farmers have been more recognized and given opportunities in Cambodian political and economic activities compared to the past two decades. However, it also unveils the fact that gender inequalities still remain. These include the persisting gender and social norms that place men and boys as superior to women and girls, limited representation and opportunities in leadership tasks and roles and limited educational access to agricultural skills and related technologies. Rural women in particular face limited access to and control over productive and natural resources, services, and to markets and other opportunities to scale up their businesses. It also uncovers that there are still few women holding high-ranking positions at government level, with lower representation in decision-making positions as compared to men.Through a detailed analysis of the various sub-sectors, the policy framework and the main national stakeholders, concrete recommendations are provided for Government, FAO and other relevant partners for strengthening the integration of gender equality dimensions in agricultural and rural development policies and programmes.

This country gender assessment (CGA) for the Republic of Azerbaijan was undertaken as part of FAO and national commitments to promote gender equality while integrating a gender perspective into its operations. The resulting CGA report focuses on the intersections of gender, agriculture and rural development, and presents a snapshot of critical gender-based inequalities and their consequences for agricultural production and rural livelihoods in Azerbaijan. Women account for about half of the agricultural workforce and over 63 percent of the rural female workforce is engaged in agriculture in Bangladesh (Bangladesh Bureau of Statistics [BBS], 2018). Under the leadership of the Government of Bangladesh, the country has made significant progress towards gender equality and advancing the status of women and girls, particularly in education and health care. The country ranked fiftieth among 153 countries in the Global Gender Gap Report for 2020. Bangladesh has adopted many laws and policies to promote gender equality, including the National Women Development Policy 2011. Gender inequality continues to manifest in forms of gender-based discrimination, which includes restrictive social norms, access to and control over resources, barriers to accessing services and involvement in decision-making processes. Beyond the burden of unpaid care work, the lack of economic empowerment is a massive loss for Bangladesh’s economy, which could otherwise benefit from the equal participation of women. FAO recognizes the centrality of gender equality in its mandate to achieve food security for all by raising levels of nutrition, improving agricultural productivity, natural resource management and improving the lives of rural populations. The FAO Policy on Gender Equality 2020–2030 aims to advance equality of voice, agency and access to resources and services between women and men in sustainable agricultural production and rural development, identifying gender mainstreaming and women-targeted interventions as a two-fold strategy.

The Government of the United Republic of Tanzania recognizes that sustainable development cannot be achieved without attaining gender equality; hence, gender is mainstreamed in all sectors, including the agriculture sector. This commitment is reflected in the national Constitution, national strategies, plans and policies such as the Tanzania Development Vision 2025, National Five-Year Development Plan 2016/17–2021/22, National Strategy for Growth and Reduction of Poverty (NSGRP I and II), Women and Gender Development Policy of 2000 and the National Agriculture Policy of 2013. The agriculture sector employs nearly 66 percent of the workforce in the United Republic of Tanzania, thereby contributing to bringing the country closer to becoming a middle-income country. However, the sector, like all other sectors, is negatively impacted by the gender inequalities. To address the gender gaps in all sectors, including agriculture, the United Republic of Tanzania established the Ministry of Health, Community Development, Gender, Elderly and Children (MoHCDGEC) as the national institution to mainstream gender.

Despite the legal and policy foundation of BiH, gender considerations have only marginally been mainstreamed in state and entity policies on rural development or other sectors related to agriculture. At the state level, the Strategic Plan for Rural Development of Bosnia and Herzegovina (2018-2021) addresses support for women as a cross-cutting initiative but fails to fully mainstream gender. Rather, the strategy includes a stand-alone sub-section on gender equality that presents rather superficial analysis of gender disparities in rural areas and includes no strategic guidance. Measures are suggested for “young people/women” in combination and for improving access to business grants, rural loans and agricultural associations. One monitoring indicator measures “women’s participation” in investment programs for agricultural holdings and diversification of rural economy (Strategic Plan for Rural Development of Bosnia and Herzegovina (2018-2021). The inconsistent application of gender mainstreaming to policy development and the very limited capacity of most line ministries to include a gender perspective in their core work contribute to a situation in which gender equality is poorly reflected in state policies that concern agriculture and rural development. Meanwhile, rural areas are marked by women’s poverty, which is linked to their economic dependence, over representation in informal and unpaid work, and the fact that elderly rural women in particular tend not to be covered by the pension system and are often living alone because they are widowed.

In Angola around 80 percent of farmers are smallholders, so the agriculture sector still represents an important source of income, employment and food for a large part of the production. Women constitute the majority of the labour force in agriculture and are critical agents of change in the fight against rural poverty, hunger and malnutrition. In Angola, 4.8 million women live in rural areas and the 38.3 percent of the country’s women have agriculture as their main activity. However, inequalities in access to land, agricultural inputs, training and knowledge limit their contribution to agricultural productivity and economic development. At community level, women have low participation in decision-making. Angola has made consistent efforts to address existing gender inequalities in the agriculture and labour sectors, given the important role that women play in agriculture and the country’s food systems. Although gender mainstreaming in agriculture and rural development sectors is in its early stages, in recent years, progress has been made to benefit women more consistently. This assessment revealed that gender inequalities remain widespread and particularly evident in rural areas, despite the progress made in establishing a legal and policy framework for advancing women’s rights and gender equality.
