The Asian Water Development Outlook charts progress in water security in Asia and the Pacific over the past 5 years. This 2016 edition of the report uses the latest available data to assess water security in five key dimensions: household access to piped potable water and improved sanitation, economic water security, providing better urban water services to build more livable cities, restoring healthy rivers and ecosystems, and resilience to water disasters. The region shows a positive trend in strengthening water security since the 2013 edition of the report, when 38 out of 49 countries were assessed as water-insecure. In 2016, that number dropped to 29 out of 48 countries. This study was supported by ADB’s Water Financing Partnership Facility.

In Asia and the Pacific, climate change is now a well-recognised risk to water security but responses to this risk are either under reported, or continue to be guided by the incremental or business as usual approaches. Water policy still tends to remain too narrow and fragmented, compared to the multi-sectoral and cross-scalar nature of risks to water security. What’s more, current water security debates tend to be framed in discipline specific or academic ways, failing to understand decision making and problem-solving contexts within which policy actors and partitioners have to operate on a daily basis. Much of the efforts to date has focussed on assessing and predicting the risks in the context of increasing levels of uncertainty. There is still limited analysis of emerging practices of risks assessment and mitigation in different contexts in Asia and the Pacific. Going beyond the national scales and focussing on several socio-ecological zones, this book captures stories written by engaged scholars on recent attempts to develop cross-sectoral and cross-scaler solutions to assess and mitigate risks to water security across Asia and the Pacific. Identifying lessons from successes and failures, it highlights management and strategic lessons that water and climate leaders of Asia and the Pacific need to consider. This book showcases reflective and analytical thought pieces written by key actors in the climate and water spaces. Several critical socio-ecological zones are covered – from Pakistan in the west to pacific islands in the east. The chapters clearly identify strategies for improvement based on the analysis of emerging responses to climate risks to water security and gaps in current practices. This report documents the pilot application of the guidance note for mainstreaming WSP in water projects supported by the Asian Development Bank as piloted in the Chongqing Municipality in the People's Republic of China. The guidance note seeks to promote systematic assessment and management of water safety risks from infrastructure construction to operation. The pilot concluded that WSP could be effectively integrated into the Asian Development Bank's project preparation with careful scoping, planning, and evaluation. The report also summarizes challenges and lessons learned from the pilot.

In the Asia–Pacific region, water resources form the basis of agrarian prosperity and economic development. However, increasing water demand due to population growth, rapid industrialisation and urbanisation, and a changing climate undermine those water resources. Like many parts of the world, Asia–Pacific faces increasing water scarcity, with varying characteristics, causes and trends across a diverse range of countries at different stages of development. Understanding of the spatial and temporal differences in water scarcity across the region is, however, limited, and while policies and management strategies are under development in all countries, their effectiveness varies significantly. Responses to water scarcity are often reacting to acute issues such as drought or conflicts between competing water users; while regional and national level policies exist in most cases, they often lack subsidiary legislation, program development or the resources needed for successful implementation.The main objective of the present study was to develop an understanding of the dynamics of water scarcity across Asia–Pacific and how countries manage that scarcity—ultimately informing more effective management approaches that can be scaled across the region.
