Thucydides’ history of the Peloponnesian War is recognized dogmatically as a definitive text with regard to the study of National Strategy and Policy, international relations, and political science. In addition to being the first true military historian, many regard Thucydides as the father of the study of International Relations, and the first writer in the intellectual tradition of Realism. This paper proposes that Thucydides history of the 27 year long Peloponnesian War is not only important to Strategic level of military studies, but is equally applicable to the military studies at the Operational level of war. Thucydides history is the first account of complex Joint Military Operations (JMO) in a major conflict between the joint forces (land and sea) of multi-national coalitions fighting in multiple theaters (sometimes simultaneously) across multiple domains. This paper will demonstrate that the fundamentals of Joint Force Employment were clearly validated in the Peloponnesian War as the outcome at key decisive points (Major Operations) was ultimately determined by superior (or inferior) operational execution when examined within the frameworks of the Principles of War and Center of Gravity at the Operational level. Finally, this paper will draw conclusions as to which principles of Joint Force Employment were the most determinant in the Peloponnesian War and draw lessons learned based upon these conclusions as to the enduring importance of the Principles of War and Operational Art for Joint Force Planning and Joint Force Employment in the modern era.

Synchronization offers the Joint Force Commander (JFC) the ability to add synergism to his unified effort to achieve desired results. Today, synchronization of joint forces takes on great importance. Synchronization is addressed throughout Joint Doctrine and to further define it deprives the JFC of initiative and creativity at the operational level. As the link between the strategic and operational levels of war the JFC must synchronize not only his assigned forces at the operational level, but also the total effort of his forces with political, economic, and social actions at the strategic level. To illustrate the concepts and importance of synchronization, this essay first analyzes the role of synchronization in the German invasion of Norway; second, investigates the adequacy of current doctrine in its treatment of synchronization, focusing on Joint Publication 3-0, Doctrine for Joint Operations (JP 3-0) and Army Field Manual 100-5 Operations, (FM 100-5); third, addresses the vertical and horizontal components of synchronization and concludes with an example of modern application of synchronization in the coalition defeat of Iraq in 1991.

This historical study investigates why Union joint operations between army and navy forces on the Mississippi and other western rivers were effective. It examines the development of a joint doctrine at the strategic, operational, and tactical levels of war. Joint riverine warfare on the western rivers was a new experience for the U.S. military. There was no clear delineation between services of specific missions or responsibilities. Joint operations incorporated numerous battlefield operating systems that the leadership had to integrate and synchronize. At the strategic level, Washington attempted to provide adequate vessels and other resources for the war on the rivers. However, the national leadership never did institute an adequate joint command and control structure for the Western Theater. The army operational commanders came to depend on the advice of the naval officers for acquiring vessels and advice on water-borne operations. On the other hand, the naval officers relied on the infrastructure of an established army to facilitate their operations. The personalities of the joint leadership were important factors in the success of joint warfare. Grant, Sherman, and Porter developed a special relationship, which allowed them to overcome tactical disagreements, and maintain a clear focus on the strategic objective of capturing Vicksburg.
