This book sheds new light on the relationship between economy and the environment by approaching the issue from evolutionary and institutional economics. Building a framework of theory and empirical analysis, it provides an in-depth perspective on how economic growth and environmental policy interact and historically evolve. Orthodox environmental economics usually understands environmental issues under the rules of market economy, while environmental sciences subordinate economy to physical constraints of the environment. Instead of these hierarchical visions, this book recognizes economy and the environment as co-evolving systems. The theoretical framework is elaborated based on the régulation and post-Keynesian theories combined. An idea of three-dimensional factors—capital, labor, and the environment—leads to conceptual and mathematical models, which will be applicable to wider analyses. Using this framework, Japanese history is analyzed as a typical example of environmental policy development. Historical transformations of environmental policies and growth regimes are explained using indices and econometric analysis. Experiences of strict regulations with positive economic impacts are also identified. These works lead to some interesting implications, which include mechanisms, the possibility, and conditions of "green growth''. This book proposes a new approach by bridging the gap between evolutionary–institutional economics and environmental economics, which should be stimulating to them both and possibly open the door for a new research avenue.

This book highlights the roles of inter-regional networks in regional economies to explore the drivers of sustained regional economic growth. Many industrialized countries are currently undergoing a period of population decline. To enhance sustainability in the regional economy, it is necessary to increase productivity and improve energy efficiency. This book provides new approaches to describing the economic effects of inter-regional networks, which are key to enhancing regional economic growth, using productivity analysis. In addition, it also furnishes considerable evidence on the formation of high-speed transportation infrastructure. Traditional studies on agglomeration economies have focused on external economies that occur in spatially limited areas and have not considered agglomeration economies from a broader perspective, i.e., from the perspective of inter-regional networks. In particular, recent studies have identified that the actual spatial range that would benefit from agglomeration economies is broader than that covered by conventional studies. This volume explains the phenomenon using Alonso's concept of borrowed size. This is the first book to show the impact of inter-regional networks on Japan's regional economy using the concept of the borrowed-size effect. Based on empirical evidence, the roles of inter-regional networks are determined in the context of the regional economy that faces population decline and environmental constraints. A deeper consideration of the analytical methods and understanding the results of detailed analyses will make it possible to propose desirable regional economic policies in the face of population decline. This book is a work that focuses on the forest environmental tax. Forest resources have played a major role in preventing global warming by absorbing carbon dioxide and supplying oxygen. However, global economic growth has adversely affected the global environment and has exacerbated global warming due to excessive consumption of forest resources. The functions or “services” of forests are diverse, but the interest of the citizenry in forest cultivation is scarce since forests are public goods. Concurrently, Japanese forestry, which has played an important role in forest conservation, is steadily declining, and it is no longer possible for private forest operators to maintain the forest environment. Therefore, in order to realize sustainable economic growth, it is necessary to formulate policies for the conservation of appropriate forest environments. Forest conservation is an especially important policy issue for Japan, where two-thirds of the country is forested. In Japan, a forest environmental tax is being introduced as a forest conservation policy. As of 2021, the forest environmental tax has already been introduced in about two-thirds of the prefectures and soon will be introduced as a national tax. In this book, the significance and issues of the forest environmental tax will be sorted out, and the status of the introduction of the forest environmental tax in Japan will be compared with that of other countries. In addition, there is additional material regarding the water source conservation fund in Toyota City, Aichi Prefecture, a system similar to the forest environmental tax.

This book originally was published in Japanese with the aim of providing Japanese readers with a holistic picture of what was taking place in China with respect to its air, water, energy, and land. The author then prepared an English edition of the same material to use as a book of readings for the Global Environmental Leaders Program at Nagoya University, where he taught many students from Asia and Europe. The book covers the most important environmental issues in China—climatic change, water, air, energy, and resources—together with ongoing policy responses, based on the author’s active involvement in a number of study projects and international cooperation projects in that country. This volume will help readers to understand the causes and results of environmental problems in China and will encourage them to think more deeply about the environmental implications of the country’s rapid economic growth.
