This edited volume analyses the naval arms race in South-East Asia, and reviews the content, purposes and consequences of the naval policies and development of the main countries of the region. The rise of naval capability in the countries of the Asia-Pacific Region is increasingly recognised as a major indicator of the ‘rise of Asia’ and its increasing importance in the world’s political, economic and strategic future. Most coverage focusses solely on the navies of the 'big four' – the US, China, India and Japan; however, the region’s other navies, though much smaller, are significant too. Given the current focus on the South China Sea and the Obama administration’s pivot to Asia, naval development in South-East Asia is of particular relevance. This book first identifies the issues involved in defence acquisition in this area. It then goes on to establish some templates of naval modernisation as a means of assessing the policies of individual countries in the region, by looking at the naval policies of the big four. Finally, the general issue of naval modernisation in South-East Asia is illustrated through a more detailed examination of some of the major issues common to all countries of the area. These include the defence-industrial perspective, specific examinations of submarine and surface ship acquisition processes, and a review of the balance to be struck between naval and coastguard forces in the area. This book will be of much interest to students of naval power, maritime security, South-East Asian politics, strategic studies, and IR in general.

This hearing on "China's Advanced Weapons" will examine a specific set of technologies that China's military is considering or pursuing. In framing the hearing topic as "advanced weapons," the hearing will focus on military technologies at or near the global technological frontier-weapons just now coming into development or not yet developed by any nation. As China has narrowed the technological gap with the United States over decades of investments in military modernization, it has become increasingly important to consider Beijing's efforts to develop new and potentially revolutionary weapons systems. China has reportedly conducted seven tests of its hypersonic glide vehicle since 2014. It has deployed not one but two antiship ballistic missiles, one of which has a stated range that reaches past the U.S. island of Guam. We hear of longstanding efforts to develop directed energy weapons, and see evidence of China testing a wide range of counterspace systems that could put vulnerable U.S. space assets at risk. China is making major advances in areas such as unmanned systems and artificial intelligence, aided by rapid commercial progress in these sectors. As the new Congress focuses on national security challenges, it is critical to consider China's efforts to develop and field advanced weapons and the implications for the United States. Panel I will examine China's programs for the development of hypersonic and maneuverable re-entry vehicles. Panel II will examine directed energy and electromagnetic weapons development by China. This volume examines the South China Sea’s regional security dynamics, highlighting the challenges and opportunities for both littoral and non-littoral states. The South China Sea is a vital pathway for the great container ships and tankers, as well as for the naval vessels of today. Indeed, the security of the contemporary global economy is reliant more than ever upon the dependability of freedom of navigation through the waters of the South China Sea. This volume concentrates on the security of the South China Sea sub-region. It is designed to help illuminate the contemporary security dynamics within this important sub-region by highlighting its development, the contemporary challenges and opportunities confronting both the littoral states and the non-littoral powers that are active in the sub-region, and the policy responses of those states as they seek to defend and promote their national interests. This book is composed of 16 chapters and is organized into five thematic sections. Part I of the book is designed to set the historical context. Part II examines some of the contemporary challenges and opportunities that present themselves in the sub-region, while Part III focuses on Chinese policy in the South China Sea sub-region. Parts IV and Part V analyse and evaluate the contemporary policies of the various littoral and non-littoral powers that are active in the South China Sea sub-region. The collective analyses and assessments of the contemporary perceptions and policies of the various littoral and non-littoral powers active in the South China Sea in response to the traditional and non-traditional challenges within the sub-region that are examined in the chapters contained in Parts III, IV, and V, framed against the material presented in Parts I and II, provides the basis for observations concerning areas of conflicting and coinciding interests in the concluding chapter of the book.
