This review of state approaches to community college financing includes information from 42 states, representing 97% of the total community college enrollments in the country. Section I offers a brief analysis of the status of community college financing in 1988, highlighting several changes in resource allocation methods. The report notes that funds are directed to institutions on the basis of individual and/or system negotiation instead of by full-time student equivalent (FTE); that the political influence of the system/institution has increasingly become a major factor in determining allocations; and that states are increasingly computing allocations based on a "cost to continue" with an increased number of instances of funding for defined categorical aid. Section II presents tables showing, for each state: (1) operating funds by source; (2) sources of state appropriations by percent for general operating and unrestricted funds; (3) mean expenditures of operating costs for credit programs; (4) rank order of states by reported expenditure per FTE student; (5) states reporting or anticipating changes in methods of financial support; (6) state funds which are categorical or for limited use; (7) sources of funds for capital outlay; (8) sources of funding for noncredit courses; (9) tuition/fee changes; (10) financial aid changes; (11) state provisions for colleges experiencing enrollment declines; and (12) state financial problems. Section III offers brief case studies of the financial situation in each state, grouped by type of funding method. Finally, section IV suggests revised criteria for financing community colleges. Drawing from a national survey of state-level community college financial policies and procedures, this report reviews trends in financial support, community college expenditures, tuition, and financial aid. Introductory material examines the relationship among enrollment, tuition, and financial aid. Based on data from 37 states, part I focuses on community college funding indicating an increase in overall levels of support. Data are provided on sources of operating funds by percentage of total funds available, state appropriations for all education, sources of state funds for general operating expenditures; funds allocated on the basis of program costs; reported changes in support mechanisms since fiscal year 1986; sources of funding for non-credit programs; funding for operations by means other than enrollment calculations; percentage of total state funds in support of categorical programs; sources of funds for capital outlay; and sources of local tax revenue in support of community colleges. Part II contains data on mean expenditures per full-time equivalent (FTE) student, including comparable data for 1985. This section also provides information on full-time and part-time headcount enrollments, as well as annual FTE student enrollment figures. States are listed in rank order by expenditure per FTE. Part III offers additional information on the financial support of community colleges, pointing to tuition and fee increases by state and changes in student financial aid. In the United States, where social mobility has been considered a birthright, community colleges are essential to that promise. But America's one thousand community colleges, which educate nine million students, often fall short of their potential. The lion's share of the blame lies with policies that systematically shortchange community colleges financially, asking twoyear institutions to educate those students who tend to have the greatest needs, using the fewest financial resources. What can be done? With the support of the William T. Grant Foundation, a twentyonemember Century Foundation Working Group analyzed the problem over a twoyear period, and now offer a bold set of recommendations. Among them, the group calls for the creation of a new body of research that will establish, for the first time, what it costs to provide a strong community college education. Such studies, which are commonplace at the K-12 level, could provide guidance to policymakers on the amount of money to invest in community colleges, and could provide support to community college leaders on where best to invest. Much better research could greatly improve decisionmaking, the Working Group suggests, substantially boosting the life chances of community college students, and jumpstarting social mobility in America.
