Africa has witnessed massive changes in the last fifty years – from independence through structural adjustment, rule by military juntas in several countries and to a period now where the focus is on how best to prioritize their needs based on resources, national goals and human potential. There is general agreement that human capital is important in economic growth and development. There is always the need to ensure that resources and human capital are used appropriately to advance development. Gender disparities, whether in treatment, access to resources, resource utilization and the law, may in themselves retard or slow down development. Resources and human potential in all societies include how best to ensure there is no gender disparity and to fully tap the resources inherent in women for personal, social and national development. Beginning with the women’s suffrage movement, there has been the push to encourage gender equality worldwide. The Fourth World Conference on Women in Beijing in 1995 embodies the commitment of the international community to implement policies that will enhance the political, social, economic, educational empowerment of women. This book highlights the issues affecting women in Eastern and Southern Africa – what role does custom and patriarchy play in gender disparities in education, access to health, problems in the workplace and family relationships? How have women writers in the last twenty years presented the issues of patriarchy, women’s rights, globalism and women’s holistic development? What are recent developments that have helped improve the situation for some women? These are some of the issues that are covered in this book. The thesis of this book is that there have been policies and strategies developed that have worked to empower women. Questions that concern gender and violence against women have been placed firmly on the agenda of interdisciplinary research within the humanities in recent years. Gender-based violence against women has increased exponentially in South Africa and in other countries on the African continent, particularly those with a history of political conflict. Researchers who explore such gender issues have paid limited attention to the intersection between the social contexts of the researched, the positionality of the researcher and the research product. This book brings together an interdisciplinary group of scholars and scholar-activists to explore new terrains of knowledge production, interrogating the connection between the intellectual project of this kind of research and the process of its production. Some chapters draw on theoretical insights and provide new ways of thinking about the kinds of questions that should be asked when conducting research in the field of gender. Other authors grapple with an acknowledgement of their multiple social positions in the world, the ways in which they experience these ever-shifting boundaries, and how this influences their theoretical and practical work. Since gender entered the development discourse in the Seventies, African countries have increasingly taken the concept on board in policy and practice. This concern may be due to either one or a combination of the following factors: the ideological positioning of African countries, demands by their donors and development partners, and demands by organised local groups and NGOs. Gender in the development discourse ought to transform power relations between men and women and shift them to social relations that reflect their equal access to productive resources, opportunities and social and material benefits. The result of such actions should be an achievement of comparable status of women and men. This volume, initiated by OSSREA, seeks to examine in more depth, issues regarding the gender-power imbalance in sub-Saharan African countries, with a specific focus on the eastern and southern African regions. The chapters in this book present research that examines and analyses the effectiveness and efficiency of gender mainstreaming policies, strategies and projects developed and implemented by national and international actors. The themes inter-weave with each other although they address gender issues in specific countries and specific contexts. This can be explained by the shared colonial and post-colonial heritage of African countries. It is useful, therefore, to view the structure of the book as a spiral of inter-connected issues that address similar themes, approaching them from different levels. Purely for ease of reading, the contributions have been organised into three parts, with over arching themes that at first glance may seem not to fit well together. A theme that runs through all the chapters is the persistence of patriarchal values and attitudes in Africa and its constraining effect on the achievement of gender equity and equality.

COVID-19 has become one of the most severe issues dominating discussions on the agendas of states globally, and across the African continent, since its emergence in 2019. The COVID-19 pandemic has regrettably brought into sharp focus the continued multiple and intersecting forms of discrimination faced by women and girls in Africa because of their intersecting identities. Yet, paradoxically, although African women are disproportionately affected by the crisis, they are largely invisible in the responses. Several African states and governments have taken different policy measures in response to the pandemic. These responses have taken different dimensions, including shutting down economies, imposition of lockdowns, coercive quarantine measures with police enforcement and criminal consequences for offenders violating these rules. Unfortunately, these responses have reinforced and amplified women’s disproportionate disadvantage and gender inequalities in Africa. Against this backdrop, this book asks the intersectional question about women’s experiences during the COVID-19 pandemic in Africa. Applying an intersectional human rights lens involves questioning how the intersecting identities that African women embody affect their experiences of the COVID-19 pandemic.
