Gender equality is a precondition for achieving the world’s shared ambitions of the Sustainable Development Goals by 2030, including delivering sustainable food systems. Gender is intricately linked to all components of food systems. Gender inequalities are both a cause and an outcome of unsustainable food systems and unjust food access, consumption, and production. In the lead-up to the 2021 UN Food Systems Summit, IFPRI and its partners have selected 10 transformative areas of action to promote gender-equitable food systems. One of these areas is gender-responsive and gender-equitable leadership in food systems under Action Track 1 on Ensuring Access to Safe and Nutritious Foods. This inaugural 2021 Global Food 50/50 Report, a joint initiative of Global Health 50/50 and IFPRI, reviews the gender- and equity-related policies and practices of 52 global food system organizations in the food system from the public, private, and not-for-profit sectors around the world. The Global Food 50/50 initiative is a response to broad stakeholder demand for a global food system that is accountable for measurable and meaningful progress toward gender equality. This global mechanism will monitor progress and hold food system organizations accountable for achieving gender equality in leadership, adopting gender equitable internal workplace policies, and implementing strategies that advance progress toward gender-just and equitable food systems. Data relate to (1) inequality of opportunity in career pathways inside organizations and (2) inequality in who benefits from the global food system. The Report shows that organizational commitment to gender equality is high, and that over half of the organizations are transparent about their policies for shaping diverse, inclusive, and equitable working environments. However, organizational leadership remains disproportionately male.

Achieving gender equality and women’s empowerment in food systems can result in greater food security and better nutrition, and in more just, resilient, and sustainable food systems for all. This paper uses a scoping review to assess the current evidence on pathways between gender equality, women’s empowerment, and food systems. The paper uses an adaptation of the food systems framework to organize the evidence and identify where evidence is strong, and where gaps remain. Results show strong evidence on women’s differing access to resources, shaped and reinforced by contextual social gender norms, and on links between women’s empowerment and maternal education and important outcomes, such as nutrition and dietary diversity. However, evidence is limited on issues such as gender considerations in food systems for women in urban areas and in aquaculture value chains, best practices and effective pathways for engaging men in the process of women’s empowerment in food systems, and for addressing issues related to migration, crises, and indigenous food systems. And while there are gender informed evaluation studies that examine the effectiveness of gender- and nutrition- sensitive agricultural programs, evidence to indicate the long-term sustainability of such impacts remains limited. The paper recommends keys areas for investment: improving women’s leadership and decision-making in food systems, promoting equal and positive gender norms, improving access to resources, and building cross-contextual research evidence on gender and food systems.

Public support mechanisms for agriculture in many cases hinder the transformation towards healthier, more sustainable, equitable, and efficient food systems, thus actively steering us away from meeting the Sustainable Development Goals and targets of the Paris Agreement. This report sets out the compelling case for repurposing harmful agricultural producer support to reverse this situation, by optimizing the use of scarce public resources, strengthening economic recovery from the COVID-19 pandemic, and ultimately driving a food systems transformation that can support global sustainable development commitments. The report provides policymakers with an updated estimate of past and current agricultural producer support for 88 countries, projected up until 2030. The trends emerging from the analysis are a clear call for action at country, regional and global levels to phase out the most distortive, environmentally and socially harmful support, such as price incentives and coupled subsidies, and redirecting it towards investments in public goods and services for agriculture, such as research and development and infrastructure, as well as decoupled fiscal subsidies. Overall, the analysis highlights that, while removing and/or reducing harmful agricultural support is necessary, repurposing initiatives that include measures to minimize policy trade-offs will be needed to ensure a beneficial outcome overall. The report confirms that, while a few countries have started repurposing and reforming agricultural support, broader, deeper, and faster reforms are needed for food systems transformation. Thus, it provides guidance (in six steps) on how governments can repurpose agricultural producer support – and the reforms this will take.

The COVID-19 pandemic exposed the vulnerability of agrifood systems to shocks and stresses and led to increased global food insecurity and malnutrition. Action is needed to make agrifood systems more resilient, efficient, sustainable and inclusive. The State of Food and Agriculture 2021 presents country-level indicators of the resilience of agrifood systems. The indicators measure the robustness of primary production and food availability, as well as physical and economic access to food. They can thus help assess the capacity of national agrifood systems to absorb shocks and stresses, a key aspect of resilience. The report analyses the vulnerabilities of food supply chains and how rural households cope with risks and shocks. It discusses options to minimize trade-offs that building resilience may have with efficiency and inclusivity. The aim is to offer guidance on policies to enhance food supply chain resilience, support livelihoods in the agrifood system and, in the face of disruption, ensure sustainable access to sufficient, safe and nutritious food to all.
